water sales and reclaimed water sales; and consider ordinance on first of three • <br />readings. <br />Mayor Narvaiz opened the Public Hearing at 11:01 p.m. on Tuesday, August 14, 2008. <br />Sheri Bilson, 206 Lisa, stated that energy costs are going up, and even though the tax rate <br />is proposed to remain the same, home appraisals are higher, creating higher tax bills. She <br />asked the Council to hold the line and reported there are too many citizens on fixed <br />incomes. <br />There being no further public comment, the Public Hearing was closed at 11:03 p.m. on <br />Tuesday, August 14, 2008. <br />MOTION: Upon a motion made by Councilmember Couch and a second by <br />Councilmember Guerrero, the City Council voted five (5) for and one (1) opposed, with <br />Councilmember Jones voting against, and Councilmember Thomaides having left earlier, <br />to approve the ordinance on the first of three readings. The motion carried. <br />9. Question and Answer session with press and public. <br />Andy Sevilla, Newstreamz.com, asked for clarification on the 5% water/wastewater rate <br />increase. The City Manager explained it was due to the 1.2% debt coverage to the <br />revenue bond, water supplies, investments with the Hays Caldwell Public Utility Agency is <br />for future water supplies, and 2007 debt issuance. <br />Mr. Sevilla asked what the consensus was on the extended bar hours. The City Attorney <br />replied that it would be placed on the ballot as a non-binding referendum. <br />10. Adjournment. <br />MOTION: Upon a motion made by Councilmember Jones and a second by <br />Councilmember Guerrero, the City Council voted six (6) for and none (0) opposed, with <br />Councilmember Thomaides having left earlier, to adjourn the special session of the San <br />Marcos City Council at 11:19 p.m. on Thursday, August 14, 2008.
