Womack <br />Barbara Edwards <br />Oscar Carpenter <br />Albert Sierra <br />Earl Williams <br />George Boeker <br /> <br />Also Present: Jane Wilson, Don Hyder, Don Laine, Jackie Matthys, <br />Evelyn Honea, Judge William Burnett, Dusty Rhodes, Chris Bishop, Jerri <br />Martin and Jeff Watkins. <br /> <br />The Mayor Pro-Tem called the meeting to order at 5:30 p.m. <br /> <br />Mr. James introduced for consideration approval of a Resolution ap- <br />proving payment to Beeline Engineering for services in connection <br />with the Victory Gardens Phase II Project, the caption which was <br />read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING PAYMENT TO BEELINE ENGINEER- <br />ING IN THE AMOUNT OF FIVE THOUSAND FIVE HUNDRED FIFTY- <br />NINE DOLLARS AND SIXTY-NINE CENTS ($5,559.69) FOR EN- <br />GINEERING SERVICES IN CONNECTION WITH THE VICTORY <br />GARDENS PHASE II PROJECT AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Cavazos moved to approve the Resolution and Mr. Kreczmer seconded <br />the motion, which passed unanimously by vote of Cavazos, James, Krecz- <br />mer, Mendez and Norris (Mr. Br~wn was not present to vote on this Re- <br />solution). <br /> <br />Mr. James then announced he and Council would receive the report from <br />the City Manager and Staff regarding the flood damage assessment. Mr. <br />James expressed his admiration to the numerous organizations and agen- <br />cies who were involved in helping during the flood. City Manager A. C. <br />Gonzalez stated that because of the superlative effort on the part of <br />the City there was no loss of lives or serious injury. He stated the <br />drainage improvements the City had made over the past few years contri- <br />buted to the minimization of potential damage we could have sustained. <br />He stated the City had assisted the residents, which process involved <br />estimating the extent of damage and submitting it to the proper offi- <br />cials. Mr. Gonzalez stated Mr. Albert Sierra would advise of the <br />various programs available, Mr. Earl Williams would advise of the <br />estimated damages and Mr. Oscar Carpenter would review the expecta- <br />tions for assistance. <br /> <br />Mr. Albert Sierra stated the two programs available are the Presiden- <br />tial Declaration which would provide a grant to the City and S.B.A. <br />assistance, which would provide loans as follows: <br /> <br />3% loans - maximum $55,000 to homeowners for 30 years; <br />5% loans - maximum $250,000 to businesses for 30 years. <br /> <br />The residences that don't qualify for the above loans could seek indi- <br />vidual family grants through the Department of Human Resources. He <br />also indicated the Local Red Cross Chapter, whose Chairman is Ralph <br />Gonazales, was providing immediate relief, such as clothing and food, <br />and that their Headquarters was at Pic-A-Taco. <br /> <br /> <br />
