88 <br /> <br />Special Meeting <br /> <br />June 17, 1981 <br /> <br />Page 2 <br /> <br />Mr. Sierra stated that the Division of Disaster Services in Austin, <br />whose Chief State Coordinator is Robert Lansford, would make the <br />determination as to what program San Marcos ~would qualify. Mr. <br />Sierra also stated that once a resident ever received SBA assistance <br />they would need to obtain flood insurance for any future flooding, as <br />the SBA would not assist twice for flooding. <br /> <br />Councilperson Tess Norris stated she thought it would be important <br />that the City take a positive attitude about the application for a <br />Presidential approval based on the fact that our dams were turned <br />down and that without that help, the same situation will be repeated. <br /> <br />Mr. Earl Williams then made a presentation on the estimated damages, <br />which information was gathered with the assistance of Mr. Albert <br />Sierra's department, Mr. Oscar Carpenter, Red Cross and local citi- <br />zens. The following are the estimated figures presented: <br /> <br />500 homes (or structures) received water damage <br />City property (Police radios and traffic signals, <br /> Fire station radio equipment) <br />Sewer and water system <br />Street Department <br />Parks and Recreation Department <br />Shop <br />Public School System (not received as of time giving report) <br />Aquarena area (could run as much as $600,000) <br />SWT (buildings and Riverside Apts. area) <br />Sanitation (containers and manpower) <br />Mr. Merriweather's farm (crop loss) <br />LCRA <br />San Marcos Telephone Co., Inc. <br />Housing Authority <br />Entex <br /> <br />$2,500,000 <br /> <br />12,000 <br />100,000 <br />250,000 <br />20,000 <br />3,000 <br /> <br />200,000 <br />50,000 <br />23,000 <br />1,000 <br />3,000 <br />25,000 <br />12,000 <br />500 <br /> <br />The above figures total $3.2 million but when all the figures are <br />available, will run approximately $4 million. <br /> <br />Mr. Oscar Carpenter made a presentation of the emergency procedures. <br />Saturday, June 13, 1981 the disaster plan went into effect. They set <br />up the Central Fire Station as the headquarters. County Judge William <br />Burnett came by the Station and called Austin and asked that the City <br />of San Marcos be placed under a disaster condition. He asked for extra <br />Department of Public Safety to come and work the traffic on the inter- <br />state highway and a National Guard uhit from New Braunfels who had been <br />training at Fort Hood were sent to San Marcos, with eight vehicles, to <br />help during the disaster. Approximately 1,400 people were evacuated <br />from their homes to Lamar School, Owen Goodnight and San Marcos High <br />School. Also St. John's Catholic Church was used as an evacuation cen- <br />ter. Dr. Ken Long volunteered to help during the disaster. By midnight <br />all persons wanting to be evacuated had been. Sunday morning the school <br />buses returned the people to their homes. Mr. Carpenter indicated that <br />most of the damage was caused by runoff water. <br /> <br />County Judge William Burnett and his assistant, Dusty Rhodes, stated <br />the County had received approximately $400,000.00 damage. <br /> <br />Mrs. Norris moved that the alternatives of relief for persons sustain- <br />ing flood damage be investigated and that every possibility be con- <br />sidered and Mrs. Mendez seconded the motion, which passed unanimously. <br /> <br />Mr. James introduced for consideration approval for replacement of an <br />electrical wire to the utility room at the City Cemetery to be paid <br />out of contingency funds. After much discussion Mr. James moved that <br />the wire be replaced t© the utility room at the Cemetery and be paid <br />out of contingency funds and Mrs. Mendez seconded the motion. On roll <br />call the following vote was recorded: <br /> <br />AYE: Brown, Cavazos, James, Kreczmer and Mendez. <br /> <br />NAY: Norris. <br /> <br />ABSTAIN: None. <br /> <br /> <br />
