Inasmuch as abandonment of this property IS a necessary and integral part in the imminent construction of the Sessom Dr i ve project, therefo,re, an emergency ex i,sts, requ i I" i ng that the provisions of the Charter of the City of San Marcos, Texas, whcih ordinarily require ordinances to be read on three (3) several days and that no ordinances shal I become effective until the expiration of ten (10) days fol I{)~ing the date of its final passage, be dispensed with. Thus, this ordinance shall be effective immediately upon its passage by this body and its publ ication in a newspaper of general circulation within'theCity of San Marcos.
