Cavazos called the meeting to order at 7:30 p.m. <br /> <br />Mr. Cavazos introduced for consideration approval of the minutes of the <br />Regular Meeting held June 8, 1981. Mrs. Norris moved to approve the <br />minutes and Mr. Brown seconded the motion. On roll call the following <br />vote was recorded: <br /> <br />AYE: Brown, Cavazos, Kreczmer and Mendez. <br /> <br />NAY: None. <br /> <br />ABSTAIN: <br /> <br />Norris (She was not present at the June 8, 1981 <br />Council Meeting). <br /> <br />Mr. Cavazos introduced for consideration nominations for the Zoning <br />Board of Adjustments and Appeals. Mrs. Nina Pryatel was nominated <br />and Messrs. Milton Vaverek and Bill Howle, who have already served <br />one term were placed in nomination for a second term. Mrs. Norris <br />moved to approve Messrs. Milton Vaverek and Bill Howle as members <br />and Mrs. Nina Pryatel as an alternate member of the Zoning Board of <br />Adjustments and Appeals and.Mr. Kreczmer seconded the motion, which <br />passed unanimously. <br /> <br />Mr. Cavazos announced Council would receive a report f~om Planning and <br />Zoning regarding the zoning of Holland Hills Townhome Subdivision. Mr. <br />Joel Bernard, Chairman of the Planning and Zoning Commission made the <br />presentation. He asked Council for their advice or input on the feasi- <br />bility of rezoning the subdivision in general. Mr. Cavazos indicated <br />that the Planning and Zoning Commission was placing the Council in a <br />bind, as the Council did not make zoning changes unless asked for or <br />recommended by the Planning and Zoning Commission. Mr. Cavazos then <br />asked Mr. Bernard if the Planning and Zoning Commission was asking the <br />Council for input prior to making a zoning decision. Mr. Bernard said <br />that is what they wanted. Mr. Bernard stated they were not sure where <br />they stood legally on the issue - that if they were on good legal <br />ground to consider rezoning the property, they might do so, but at <br />this point they were not in a position to do so. Mr. Kreczmer then <br />asked City Attorney Barbara Edwards if in fact they did not have juris- <br />diction to approve or disapprove a plat on appeal, and she said there <br />was no appeal to the Council on that issue. Ms. Edwards then indicated <br />Mr. Cavazos stated the matter perfectly in that the recommendation <br />should first come from the Planning and Zoning Commission. <br /> <br />* Mr. James was not present at this meeting. <br /> <br /> <br />
