92 <br /> <br />Regular Meeting <br /> <br />June 22, 1981 <br /> <br />Page 2 <br /> <br />Mr. Cavazos introduced for consideration an emergency Ordinance, the <br />caption which was read as follows, but which was read in its entirety: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, ORDERING A SPECIAL ELECTION <br />ON AUGUST 8, 1981, FOR THE PURPOSES OF ELECTING <br />A MAYOR OF SAID CITY AND SUBMITTING AMENDMENTS <br />TO THE CHARTER OF SAID CITY; MAKING PROVISIONS <br />FOR THE CONDUCT OF THE ELECTION AND DECLARING <br />AN EMERGENCY. <br /> <br />Mrs. Norris moved to adopt the Ordinance and Mr. Kreczmer seconded <br />the motion, which passed unanimously. <br /> <br />Mr. Cavazos introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, APPROVING THE SAN MARCOS <br />CEMETERY RULES AND REGULATIONS AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />In the Council discussion Mr. Kreczmer indicated he opposed the 18" <br />curbing. Mr. Kreczmer moved that Section 7 pertaining to Curbing <br />in the San Marcos Cemetery Rules and Regulations be amended to a <br />6" curb, 3" within the owner's property lines and 3" in the City's <br />easement. There was no second and the motion died. <br /> <br />Mrs. Norris moved to adopt the Rules and Regulations for the San <br />Marcos Cemetery (as submitted) and Mrs. Mendez seconded the motion. <br />On roll call the following vote was recorded: <br /> <br />AYE: Brown, Cavazos, Mendez and Norris. <br /> <br />NAY: Kreczmer. <br /> <br />ABSTAIN: None. <br /> <br />Mr. Cavazos introduced for consideration on first r~ading an Ordinance, <br />the caption which was read as follows, but which was read in its entire- <br />ty: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, AMENDING CHAPTER 6, ENTITLED <br />"CEMETERIES" OF THE CODE OF ORDINANCES, CITY OF <br />SAN MARCOS, TO INCREASE PERMIT FEES FOR WORK <br />PERFORMED AT THE SAN MARCOS CEMETERY; TO SET <br />OTHER FEES; TO INCREASE FEES FOR THE PURCHASE <br />OF PERPETUAL CARE AT THE SAN MARCOS CEMETERY <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to approve the Ordinance on first reading and Mr. <br />Kreczmer seconded the motion, which passed unanimously. <br /> <br />Mr. Cavazos introduced for consideration the approval of expiration <br />or extension of the 90-day moratorium on high density development <br />over the Recharge Zone. Chairman Joel Bernard stated that the Plan- <br />ning and Zoning Commission recommended the extension of the moratorium <br />for a period of 90 days and stated they also recommended the incorpora- <br />tion of the standards set out in Joe Garza's memorandum of June 19, <br />1981 attached to these minutes as a guideline during ~he moratorium. <br />Mrs. Norris moved that the Staff create an Interim Ordinance incor- <br />porating the standards set out in Joe Garza's memorandum until the <br />Environmental Ordinance Committee could create an Ordinance to be <br />submitted to Council for approval and adoption and Mr. Cavazos se- <br />conded the motion. On roll call the following vote was recorded: <br /> <br />AYE: Cavazos, Mendez and Norris. <br /> <br />NAY: Brown and Kreczmer. <br /> <br />ABSTAIN: None. <br /> <br />The motion failed. <br /> <br /> <br />
