93 <br /> <br />Regular Meeting <br /> <br />June 22, 1981 <br /> <br />Page 3 <br /> <br />After discussion among the Council Members, Joyce Glore, Chairman <br />of the Ordinance Committee addressed the Council. She stated the <br />Committee needed six additional months to prepare the Ordinance. <br />She wanted their only function to be the preparation of the Ordin- <br />ance and wanted no organizations to come before their meetings in <br />the future. She stated it had taken a great length of time just to <br />compile the information that would be necessary to be used in the <br />creation of the Ordinance. <br /> <br />Mr. Brown moved that the moratorium be extended for 90 days and that <br />the Council receive a progress report once a.month from the Ordinance <br />Committee and Mr. Kreczmer seconded the motion. On roll call the fol- <br />lowing vote was recorded: <br /> <br />AYE: Brown and Kreczmer. <br /> <br />NAY: Cavazos and Norris. <br /> <br />ABSTAIN: Mendez. <br /> <br />The motion failed. The moratorium is no longer in effect. <br /> <br />Mr. Cavazos passed the next item on the agenda which was the receiving <br />of preliminary findings of DJT Investments regarding their moratorium <br />concerns, in that the moratorium had expired. <br /> <br />Mr. Cavazos introduced for consideration the approval of an emergency <br />Ordinance, the caption which was read as follows, but which Ordinance <br />was read in its entirety: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, AMENDING ORDINANCE 1980-37, <br />ADOPTED SEPTEMBER 8, 1980, WHICH SET FORTH AN <br />ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING <br />EACH DEPARTMENT, DIVISION AND OFFICE OF THE <br />MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- <br />CAL YEAR BEGINNING ON OCTOBER 1, 1980, AND END- <br />ING ON SEPTEMBER 30, 1981, AND APPROPRIATED MONEY <br />FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTI- <br />MATE TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE <br />SAID FUNDS ADOPTING SAID REVISIONS AND ESTIMATES <br />AND DECLARING AN EMERGENCY. <br /> <br />Mrs. Norris moved to adopt the Ordinance and Mrs. Mendez seconded <br />the motion, which passed unanimously. <br /> <br />Mr. Cavazos introduced for consideration the approval of an Ordinance <br />on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, AMENDING SECTION 33-9 OF THE <br />CODE OF ORDINANCES, CITY OF SAN MARCOS, TEXAS, <br />TO REQUIRE COMMERCIAL TOWING AND WRECKER SERVICES <br />PARTICIPATING IN THE ROTATING SYSTEM OF NOTIFICA- <br />TION OPERATED BY THE SAN MARCOS DEPARTMENT OF <br />PUBLIC SAFETY TO MAINTAIN SPECIFIED AMOUNTS AND <br />KINDS OF INSURANCE, TO SET REQUIREMENTS FOR INSUR- <br />ANCE POLICIES PROCURED PURSUANT TO SAID SECTION <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Brown moved to approve the Ordinance on second reading and Mrs. <br />Norris seconded the motion, which passed unanimously. <br /> <br />Mr. Cavazos introduced for consideration the approval of an <br />Ordinance on second reading, the caption which was read as follows: <br /> <br /> <br />
