FOR/AGAINST: Proposition No. 5 Amend Section 8.06 to specify that the notice of the public hearing on the budget be as required by state law. FOR/AGAINST: Proposition No. 6 Amend Section 10.01 to change the terminology referring to the depai~nt of taxation. FOR/AGAINST: Proposition No. 7 Amend Section 10.05 to specify that the interest on delinquent taxes is tobe the maximumallowed by state law. FOR/AGAINST: Proposition No. 8 Amend Section 12.01, which pertains to the publicity of records, to read: All records and accounts of the city shallbe open to inspection by any citizen orby arFrepresentative of the press during normal business hours in accordance withapplicable law. FOR/AGAINST: Proposition No. 9 Amend Section 12.06 to delete the requirement that notice of Claims for damages against the city be verified and to change the deadline for submission of notice to ninety days. FOR/AGAINST: Proposition No. 10 Amend Section 3.01 to elect Council ~.~mbers frcm six (6) Single Member Districts.and the Mayor at Large. FOR/AGAINST: Proposition No. 11 Amend Section 5.05 to change the date of runoff elections to the second Saturday followingthe pre- ceding regular or special election. SECTICN 3. That Janis K. Womackbe, and she is hereby, appointed clerk for absentee voting and that Julie Villanuevabe, and she is hereby, appointed deputy clerk for absentee voting. SECTION 4. That absentee voting for said special election shall be held at City Hall, 630 East Hopkins Street within said City. Said place of absentee voting shall remain open for at least eight hours on each day for absentee voting which is not a Saturday, a Sunday or an official State holiday, beginning on the 20th day and continuing through the 4th day preceding the date of said election. Said place of voting shall remain open between the hours of 8:00 a.m. and 5:00 p.m. on each day for said absentee voting. The above described place for absentee voting is also the absentee clerk's mailing address to which ballot applications and ballots voted-by mail may be sent. Absentee votes shall be delivered to the San Marcos Public Library at 12:00 p.m. on August 8, 1981. Absentee votes shall be counted at the central counting station. SECTION 5. That said special election shall beheldin accordance with the Texas Election Code and only resident qualifiedvoters of San Marcos shall be eligible to vote.
