105 <br /> <br />Special Meeting <br /> <br />July 6, 1981 <br /> <br />Page 2 <br /> <br />AYE: Cavazos. <br /> <br />NAY: Brown, James, Kreczmer, Mendez and Norris. <br /> <br />ABSTAIN: None. <br /> <br />The motion failed. <br /> <br />Mr. James moved his original motion totalling $850,000 for Bishop <br />Street in the bond program and Mrs. Mendez seconded the motion. On <br />roll call the following vote was recorded: <br /> <br />AYE: James, Kreczmer and Mendez. <br /> <br />NAY: Brown, Cavazos and Norris. <br /> <br />ABSTAIN: None. <br /> <br />The motion failed. Mr. james directed Staff to request the State <br />Department possibly install a light at BiShop and Hopkins. Mrs. Nor- <br />ris and Mr. Cavazos expressed an interest in the $300,000 in CDs for <br />Bishop Street possibly be used to pave Bishop Street and Mrs. Norris <br />asked that this item be placed on the July 13 agenda for discussion. <br /> <br />Mr. James then moved that $1,150,000 for Bishop Street in the bond <br />program be considered, basically Alternate II as submitted by Jim <br />Byrn without the transfer of Mi!lview funds ($1,750 million total <br />project cost) and Mr. Brown seconded the motion. On roll call the <br />following vote was recorded: <br /> <br />AYE: Brown, James and Kreczmer. <br /> <br />NAY: Cavazos, Mendez and Norris. <br /> <br />ABSTAIN: None. <br /> <br />The motion failed. Mr. James requested that on the July 13 agenda <br />the surfacing of Bishop Street be considered and that Bishop Street <br />would not appear in the bond program. <br /> <br />Mr. James introduced for consideration other items in the bond program. <br />The bond consultant, Mr. Curtis Adrian, advised Council that bonds are <br />sold in $5,000 increments and that the propositiOn being considered <br />of $60,000 for police equipment be eliminated and possibly consider <br />certificates of obligation. <br /> <br />Mr. James moved for a bond proposition of $2,240,000 for Barbara Addi- <br />tion ($500,000); Coers Street ($80,000); Gravel (PurgatorY) ($94,000); <br />Sycamore ($26,000); Ed J. L. Green ($38,00~; and Millview Addition <br />($1,500,000) for street and drainage; and $365,000 in another proposi- <br />tion for unnamed streets that sustained flood damage. There Was no <br />second to this motion. <br /> <br />Mrs. Norris moved that the proposition of $60,000 for police equip- <br />ment be eliminated from the bond program as recommended by Mr. Adrian <br />and Mr. Brown seconded the motiOn, which paSsed unanimously. <br /> <br />Mr. James moved that all the propositions remaining be placed on the <br />bond program and Mr. Brown seconded the motion. Mr. James opened <br />the motion up for discussion. Mr. Cava'zos stated he could not vote <br />on the entire package for reasons he had previously stated regarding <br />the Parks Bond. <br /> <br />During a lengthy discussion, Mr. Kreczmer moved to amend Mr. James' <br />proposal to read as follows: Proposition No. 1 - Millview Addition <br />Street and Drainage in the amount of $1,500,000; Proposition No. 2 - <br />Barbara Addition Street and Drainage in the amount of $500,000; and <br />Proposition No. 3 - Unnamed Streets in the amount of $240,000; and <br />Mrs. Norris seconded the motion.
