City Attorney Barbara Edwards asked for Council's <br />direction when suit is filed. Mr. James said the matter would be <br />placed on a future agenda when needed or an emergency meeting would <br />be called. <br /> <br />Mr. James introduced for consideration amendments to the Ordinance <br />ordering Special Election on August 8, 1981 for purposes of electing <br />Mayor and Submitting Amendments to City Charter to the electors, <br />which was read in its entirety, the caption which follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, AMENDING THAT ORDINANCE OF JUNE <br />22, 1981, THAT ORDERED A SPECIAL ELECTION ON <br />AUGUST 8, 1981, FOR THE PURPOSES OF ELECTING A <br />MAYOR AND SUBMITTING AMENDMENTS TO THE CHARTER OF <br />SAID CITY TO INCLUDE TWO ADDITIONAL CHARTER AMEND- <br />MENT SUBMISSIONS CONCERNING THE READING OF ORDIN- <br />ANCES AND TE~4INOLOGY REFERRING TO THE ADMINISTRA- <br />TIVE STRUCTURE OF SAID CITY AND TO DESIGNATE THE <br />OFFICERS WHO SHALL CONDUCT SAID ELECTION AND DECLARING <br />AN EMERGENCY. <br /> <br />Mr. James asked if Council had any amendments to be included in the <br />Ordinance. Mr. Brown moved that Proposition No. 12 be changed ~mom <br />"most readily accessible location" to "a readily accessible location" <br />and add "and filed with the City Secretary 72 hours prior to the public <br />meeting at which it is to be considered". Mr. Cavazos seconded the <br />motion, which passed unanimously. <br /> <br />Mr. Brown moved that a Proposition No. 14 be added to the amendments, <br />to read as follows: "Amend Article VII to establish, by October 1, <br />1982, two seven-member commissions, a city planning commission and <br />a city zoning commission, to be appointed by the City Council after <br />adoption of an Ordinance ensuring broad representation and expertise <br />on both commissions, which was seconded by Mr. Kreczmer. On roll <br />call the following vote was recorded: <br /> <br />AYE: Brown, Cavazos, James, Kreczmer and Mendez. <br /> <br />NAY: Norris. <br /> <br />ABSTAIN: None. <br /> <br />The motion passed. <br /> <br />Mr. Kreczmer moved to amend Article I by adding Section 1.03 which <br />would require the Council to adopt an Ordinance within 120 days of <br />the effective date of the section which would set penalties for vio- <br />lations of the Charter. Mr. Brown seconded the motion. On roll <br />call the following vote was recorded: <br /> <br />AYE: Brown, Kreczmer and Mendez. <br /> <br />NAY: Cavazos, James and Norris. <br /> <br />ABSTAIN: None. <br /> <br />The motion failed. <br /> <br /> <br />
