FOR/AGAINST: <br /> <br />FOR/AGAINST: <br /> <br />FOR/AGAINST: <br /> <br />FOR/AGAINST: <br /> <br />FOR/AGAINST: <br /> <br />FOR/AGAINST: <br /> <br />FOR/AGAINST <br /> <br />Proposition No. 8 <br /> <br />Amend Section 12.01, whida pertains to the publicity <br />of records, to read: All records and accounts of the <br />city shall be open to inspectiom by any citizen or by <br />any representative of the press, during normal business <br />hours, in accordance with applicable law. <br /> <br />Proposition No. 9 <br /> <br />Amend Section. 12.06 to delete the requirement that <br />notice of claims for damages against the city be <br />verified and to change the deadline for submission <br />of notice to ninety days. <br /> <br />Proposition No. 10 <br /> <br />Amend Section 3.01 to elect council members from six <br />(6) single member districts and the mayor at large. <br /> <br />Proposition No. 11 <br /> <br />Amend Section 5.05 to change the date of runoff <br />elections to the second Saturday following the pre- <br />ceding regular or special election. <br /> <br />Proposition No. 12 <br /> <br />Amend Section 3.11 to delete the requirement that <br />"all ordinances shall be read in open meeting of <br />the council on three several days" and allow read- <br />ing by descriptive caption only provided the proposed <br />ordinance is posted, available at a readily accessible <br />location and filedwith the city secretary Seventy-two <br />(72) hours prior to the public meeting at which it is <br />to be considered. <br /> <br />Proposit ion No. 13 <br /> <br />Replace the terms "office", "department", "agency", <br />and "officer" wherever they occur in the Charter and <br />refer to the administrative services with the term <br />"administrative unit" and the term "department head" <br />wherever it occurs with the term "in~nediate adminis- <br />trative subordinate". <br /> <br />Proposition No. 14 <br /> <br />Amend Article VII to establish, by October 1, 1982, <br />two seven-member commissions, a city planning con~nission <br />and a city Zoning~conmision, to-beappointed by the city <br />council after adoption of an ordinance ensuring broad <br />representation and expertise on both con~nissioD~. <br /> <br />The new Article VII which shall not be set out in full <br />on the official ballot shall read as follows: <br /> <br />ARTICLE VII. MUNICIPAL PLANNING AND ZONING. <br /> <br />Sec. 7.01 Planning and zoning conmissions. <br /> <br /> The council shall appoint a city planning com- <br />missiOn and a city zoning comnissionby the beginning <br />of the fiscal year 1982-83, each consisting of seven <br />(7) members who shall be residents of the city and <br />serve without compensation. <br /> <br /> An ordinance shall be adopted by the oouncil <br />before appointing new members to ensure broad rep- <br />resentation and expertise on both con~nissions. <br /> <br />Two (2) persons may serve on both con~nissions. <br /> <br /> On the effective date, members of the former <br />planning and zoning commission shall be given the <br />opportunity to serve their unexpired terms on at <br />least one of the new commissions. <br /> <br /> <br />
