Sec. 7.02. Term of office. <br /> <br /> Members shall be appointed for a three (3) <br />year term with one-third to be appointed each <br />year on a continuing basis. <br /> <br />Sec. 7.03. Vacancies. <br /> <br /> Vacancies occurring in the commissions shall <br />be filled within thirty (30) days by the council <br />for the remainder of the unexpired term. <br /> <br />Sec. 7.04. Organization. <br /> <br /> The commissions each shall elect a chairperson <br />from its membership annually, and shall establish <br />rules of procedure which shall include the following: <br /> <br />(a) A quorum shall COnsist of a majority of the <br /> membership. <br /> <br />(b) The chairperson shall be entitled to vote upon <br /> any question. <br /> <br />(c) Minutes shall be kept of the proceedings of the <br /> commissions and shall be a public record. <br /> <br />(d) All meetings shall be open to the public. <br /> <br />Sec. 7.05. Powers and duties of both commissions. <br /> <br /> The commissions shall have the power and be re- <br />quired to: <br /> <br />(a) Be responsible to and act as an advisory body <br /> to the council. <br /> <br />(b) <br /> <br />Require information from the other administra- <br />tive units of the city government in relation <br />to its work. <br /> <br />(c) <br /> <br />Perform such other duties and be vested with <br />such other powers as the council may prescribe <br />in accordance with the laws of the State of <br />Texas. <br /> <br />Sec. 7.06. Powers and duties of the planning commission. <br /> <br /> The commission shall have the power and be required <br />to: <br /> <br />(a) <br /> <br />Sukmit recommendations and observation~ to the <br />council and zoning cor~uission on all proposals <br />including a determination of: <br /> <br />(1) Compliance with the master plan. <br /> <br />(2) Environmental iupact. <br /> <br />(b) Hold an annual public hearing to review the <br /> master plan. <br /> <br />(c) <br /> <br />Sukmit annually to the city council and zoning <br />commission, not less than one hundred twenty <br />(120) days prior to the beginning of the fiscal <br />year, a list of recommended changes, if any, in <br />the master plan. <br /> <br />(d) Receive and respond to reCOmmendations of zon- <br /> ing commission. <br /> <br />Sec. 7.07. Powers and duties of the zoning con, mission. <br /> <br /> The COmmission shall have the power and be required <br />to: <br /> <br />(a) <br /> <br />Reconm~nd to the council approval or dis- <br />approval of proposed changes in the zoning <br />plan. <br /> <br /> <br />
