(b) Review all plans for platting and sub- dividing of land within the city and within adjacent areas as permitted by law and sub- mit findings and recon~endations to the council and planning commission. (c) Receive and respond to recor~nendations of the planning commission. (d) Hold an annual public hearing to review the zoning and subdivision ordinances. (e) Submit annually to the city council and planning commission, not less than ninety (90) days prior to the beginning of the year, a list of recommended capital im- provements found necessary or desirable. SECTION 2. That the Ordinance of June 22, 1981, that ordered a special election on August 8, 1981, is hereby amended by adding a section, to be numbered 6A, which said section reads as follows: Section 6A. The presiding judges shall be authorized to select two voters, who are eligible for appointment, to serve as election clerks, and said election shall be held in accordance with all election laws of the State of Texas.
