Consider ratification of a grant application to the Texas Emissions Reduction <br />Program (TERP) Rebate Program, in the amount of $9,821 on the scheduled <br />purchase of a Ford F750 truck. <br />Item 11 was pulled from the Consent Agenda. <br />MOTION: Upon a motion made by Councilmember Couch and a second by <br />Councilmember Guerrero, the City Council voted five (5) for and none (0) opposed, with <br />Councilmember Jones abstaining from item 15 and Councilmember Porterfield <br />abstaining from item 10, to approve the Consent Agenda, less item 12. The motion <br />carried. <br />(11) MOTION: Upon a motion made by Councilmember Guerrero and a second by <br />Councilmember Thomaides, the City Council voted seven (7) for and none (0) opposed, <br />to table the item until more information can be provided. The motion carried <br />unanimously. <br />• NON-CONSENT <br />16. Consider appointments to the following: <br />A. Main Street Advisory Board <br />B. Youth Commission <br />The following appointments were made: <br />A. Will Conley was appointed to the Main Street Advisory Board <br />B. Ani Yazedjian Hensleigh, PhD, and Chris Jones were appointed to the Youth <br />Commission. <br />17. Public Hearing to receive comments for and against the proposed Fiscal Year <br />2008-2009 Annual Budget and provide direction to staff. <br />Mayor Narvaiz opened the Public Hearing at 7:16 p.m. to receive comments for and <br />against the proposed Fiscal Year 2008-2009 Annual Budget. There being no public <br />comments, Mayor Narvaiz closed the Public Hearing at 7:16 p.m. <br />City Manager Rick Menchaca presented some outstanding budget items for their review <br />before the September 16 meeting. There was a Council consensus to use the <br />Beautification Fund for the Main Street Downtown request for $20,000. Council directed <br />staff to contact the Arts Commission about a different approach to the requested Arts <br />• Master Plan; i.e. the Arts Commission would seek out a facilitator from Texas State <br />PDFConvert.3271.1.RM081908 Minutes.doc <br />Page 3 of 6
