Proposition No. 1 Amend Section 4.02 to require city council approval for the city manager to assign duties to the city secretary. Proposition No. 2 Amend Section 4.03(e) to change the title of the al- ternate judge of the municipal court to that of associate judge. Proposition No. 4 Amend Section 7.05 to require that the required list of capital improvements be submitted to the city council ninety days prior to the beginning of the fiscal year. Proposition No. 5 Amend Section 8.06 to specify that the notice of the public hearing on the budget be as required by state law. Proposition No. 6 Amend Section 10.01 to change the terminology referring to the department of taxation. Proposition No. 7 Amend Section 10.05 to specify that the interest on delinquent taxes is to be the maximum allowed by state law. Proposition No. 8 Amend Section 12.01, which pertains to the publicity of records, to read: Ail recOrds and accounts of the city shall be open to inspection by any citizen or by any representative of the press during normal business hours in accordance with applicable law. Proposition No. 9 Amend Section 12.06 to delete the requirement that notice of claims for damages against the city be verified and to change the deadline for submission of notice to ninety days. Proposition No. 11 Amend Section 5.05 to change the date of runoff elections to the second Saturday following the preceding regular or special election. Proposition No. 12 Amend Section 3.11 to delete the requirement that "all ordinances shall be read in open meeting of the council on three several days" and allow reading by descriptive caption only provided the proposed ordinance is posted, available at a readily accessible location and filed with the city secretary seventy-two (72) hours prior to the public meeting at which it is to be considered.
