Proposition No. 1 <br /> <br />Amend Section 4.02 to require city council approval for <br />the city manager to assign duties to the city secretary. <br /> <br />Proposition No. 2 <br /> <br />Amend Section 4.03(e) to change the title of the al- <br />ternate judge of the municipal court to that of <br />associate judge. <br /> <br />Proposition No. 4 <br /> <br />Amend Section 7.05 to require that the required list of <br />capital improvements be submitted to the city council <br />ninety days prior to the beginning of the fiscal year. <br /> <br />Proposition No. 5 <br /> <br />Amend Section 8.06 to specify that the notice of the <br />public hearing on the budget be as required by state <br />law. <br /> <br />Proposition No. 6 <br /> <br />Amend Section 10.01 to change the terminology referring <br />to the department of taxation. <br /> <br />Proposition No. 7 <br /> <br />Amend Section 10.05 to specify that the interest on <br />delinquent taxes is to be the maximum allowed by state <br />law. <br /> <br />Proposition No. 8 <br /> <br />Amend Section 12.01, which pertains to the publicity of <br />records, to read: Ail recOrds and accounts of the city <br />shall be open to inspection by any citizen or by any <br />representative of the press during normal business hours <br />in accordance with applicable law. <br /> <br />Proposition No. 9 <br /> <br />Amend Section 12.06 to delete the requirement that notice <br />of claims for damages against the city be verified and to <br />change the deadline for submission of notice to ninety <br />days. <br /> <br />Proposition No. 11 <br /> <br />Amend Section 5.05 to change the date of runoff elections <br />to the second Saturday following the preceding regular or <br />special election. <br /> <br /> Proposition No. 12 <br /> <br />Amend Section 3.11 to delete the requirement that "all <br />ordinances shall be read in open meeting of the council <br />on three several days" and allow reading by descriptive <br />caption only provided the proposed ordinance is posted, <br />available at a readily accessible location and filed with <br />the city secretary seventy-two (72) hours prior to the <br />public meeting at which it is to be considered. <br /> <br /> <br />
