Proposition No. 13 <br /> <br />Replace the terms "office", "department", "agency", and <br />"officer" wherever they occur in the Charter and refer <br />to the administrative services with the term "administra- <br />tive unit" and the term "department head" wherever it <br />occurs with the term "immediate administrative subordinate". <br /> <br />Proposition No. 14 <br /> <br />Amend Article VII to establish, by October 1, 1982, two <br />seven-member commissions, a city planning commission and <br />a city zoning commission, to be appointed by the city <br />council after adoption of an ordinance ensuring broad <br />representation and expertise on both commissions. <br /> <br /> SECTION 3. That the necessity of'making an official canvass of <br />votes cast in the aforesaid election and declaring the results of said <br />election creates an emergency and an imperative purpose necessary that <br />the provisions of the Charter requiring that ordinances shall be read at <br />three separate meetings and that no ordinance shall become effective until <br />the expiration of ten (10) days following the date of its final passage <br />be suspended, and these provisions are hereby suspended, and this Ordinance <br />shall take effect and be in full force and effect from and after its <br />adoption and publication in a newspaper of general circulation within the <br />City. <br /> <br />PASSED, APPROVED AND ADOPTED on this 10~_h day of Au9ust , 1981. <br /> <br />Attest: <br /> <br />City secretary <br /> <br />Approved: <br />Ba~ s ~~ <br />City Attorney ~ s~ <br /> <br /> <br />
