159 <br /> <br />MINUTES OF THE SPECIAL MEETING OF THE <br />CITY COUNCIL OF THE .CITY OF SAN MARCOS, <br /> TEXAS, AUGUST 17, 1981 <br /> <br />PRESENT: Mayor <br /> <br />Emmie Craddock <br /> <br />Council Members <br /> <br />Karl W. Brown <br />Robert L. Cavazos <br />Berry R. James <br />John A. Kreczmer <br />Elida A. Mendez <br />Tess Norris <br /> <br />City Manager <br />City Secretary <br />City Attorney <br />Director of Finance <br />Acting Director of Public Works <br /> <br />A. C. Gonzalez <br />Janis K. Womack <br />Barbara Edwards <br />Earl Williams <br />George Boeker <br /> <br />Also Present: Jerri Martin, Gregg Echols, Jeff Watkins, Chris Bishop, <br />Melissa Millecam, Ken Long, Vincent Meyers, Jane Wilson, Jake Krau- <br />kopf, Ron Carroll, Jackie Matthys, Bob Hyatt, Warren Sanders, Frank <br />Gordon and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mayor Craddock introduced for consideration two nominations to fill <br />two expired terms on the Housing Authority Board, Rosie Farias and <br />David Hernandez. Mrs. Norris moved to approve the nominations to <br />the Housing Authority Board and Mrs. Mendez seconded the motion. On <br />roll call the following vote was recorded: <br /> <br />AYE: Brown, Cavazos, James, Craddock, Mendez and Norris. <br /> <br />NAY: Kreczmer. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Craddock then opened a public hearing to consider the 1981-1982 <br />General, Utility, Airport and Revenue Sharing - Entitlement 13 Fund <br />Budgets. Dr. Ken Long spoke in favor of the addition of three police <br />officers being added in the budget. He was opposed to the City sub- <br />sidizing developers by furnishing the first 100 feet of utility lines <br />free of charge. <br /> <br />In regard to a possible utility increase being considered, Mr. James, <br />Mayor Craddock, Mr. Brown and Mrs. Norris indicated they were in fa- <br />vor of a 15 percent increase and Mrs. Mendez, Mr. Cavazos and Mr. <br />Kreczmer were in favor of a 10.47 percent increase. Staff was in- <br />structured to proceed with publishing and setting a hearing date of <br />the proposed utility rate increase. <br /> <br />In regard to the Airport Budget, Jane Wilson requested that a copy <br />of the Airport Master Plan be placed at the Library for the public <br />to review and Mayor Craddock instructed Staff to furnish a copy of <br />the Plan to the Library. <br /> <br />In response to the Department of the Treasury - Office of Revenue <br />Sharing requirements that the City make special efforts to invelve <br />senior citizens in the revenue sharing public meetings, several lo- <br />cal organizations were contacted to meet this requirement. Letters <br />were sent to Mrs. Ofelia Vasquez of Community Action, Mrs. Martha <br />Mendez of the Senior Citizens Center, Rev. Anthony Neugebauer, Chair- <br />man of the Senior Citizens Advisory Board, Ms. Judy Brackett, a member <br />of American Association of Retired Persons (A.A.R.P.), Care Inn and <br />Hillside Manor. There were many senior citizens present throughout <br />the budget hearings who observed the process. <br /> <br /> <br />
