159 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE .CITY OF SAN MARCOS, TEXAS, AUGUST 17, 1981 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Robert L. Cavazos Berry R. James John A. Kreczmer Elida A. Mendez Tess Norris City Manager City Secretary City Attorney Director of Finance Acting Director of Public Works A. C. Gonzalez Janis K. Womack Barbara Edwards Earl Williams George Boeker Also Present: Jerri Martin, Gregg Echols, Jeff Watkins, Chris Bishop, Melissa Millecam, Ken Long, Vincent Meyers, Jane Wilson, Jake Krau- kopf, Ron Carroll, Jackie Matthys, Bob Hyatt, Warren Sanders, Frank Gordon and others. The Mayor called the meeting to order at 7:30 p.m. Mayor Craddock introduced for consideration two nominations to fill two expired terms on the Housing Authority Board, Rosie Farias and David Hernandez. Mrs. Norris moved to approve the nominations to the Housing Authority Board and Mrs. Mendez seconded the motion. On roll call the following vote was recorded: AYE: Brown, Cavazos, James, Craddock, Mendez and Norris. NAY: Kreczmer. ABSTAIN: None. Mayor Craddock then opened a public hearing to consider the 1981-1982 General, Utility, Airport and Revenue Sharing - Entitlement 13 Fund Budgets. Dr. Ken Long spoke in favor of the addition of three police officers being added in the budget. He was opposed to the City sub- sidizing developers by furnishing the first 100 feet of utility lines free of charge. In regard to a possible utility increase being considered, Mr. James, Mayor Craddock, Mr. Brown and Mrs. Norris indicated they were in fa- vor of a 15 percent increase and Mrs. Mendez, Mr. Cavazos and Mr. Kreczmer were in favor of a 10.47 percent increase. Staff was in- structured to proceed with publishing and setting a hearing date of the proposed utility rate increase. In regard to the Airport Budget, Jane Wilson requested that a copy of the Airport Master Plan be placed at the Library for the public to review and Mayor Craddock instructed Staff to furnish a copy of the Plan to the Library. In response to the Department of the Treasury - Office of Revenue Sharing requirements that the City make special efforts to invelve senior citizens in the revenue sharing public meetings, several lo- cal organizations were contacted to meet this requirement. Letters were sent to Mrs. Ofelia Vasquez of Community Action, Mrs. Martha Mendez of the Senior Citizens Center, Rev. Anthony Neugebauer, Chair- man of the Senior Citizens Advisory Board, Ms. Judy Brackett, a member of American Association of Retired Persons (A.A.R.P.), Care Inn and Hillside Manor. There were many senior citizens present throughout the budget hearings who observed the process.
