160 <br /> <br />Special Meeting <br /> <br />August 17, 1981 <br /> <br />Page 2 <br /> <br />Mayor Craddock introduced for consideration approval of a bid for <br />the bank depository contract. Mrs. Norris moved to grant the con- <br />tract for a two-year period to Hays County National Bank and Mr. <br />James seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of a Zoning <br />Ordinance on first reading on 62.13 acres of land out of the Shadrach <br />Dixon Subdivision and J. M. Veramendi League No. Two in Hays County, <br />Texas. The Ordinance was tabled at the August 10 meeting until a <br />better legal description could be furnished, but the public hearing <br />was held at the August 10 meeting. Mrs. Norris moved that this Or- <br />dinance be removed from the table and Mr. James seconded the motion. <br />On roll call the following vote was recorded: <br /> <br />AYE: Cavazos, James, Craddock, Kreczmer and Norris. <br /> <br />NAY: Mendez <br /> <br />ABSTAIN: Brown. <br /> <br />The Ordinance was then read in its entirety, the caption which follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br />29, 1980 (VOL. 54) BY ZONING 62.13 ACRES OF LAND, <br />MORE OR LESS, BEING PORTIONS OF LOT NO. EIGHT (8) <br />OF THE SHADRACH DIXON SUBDIVISION AND J. M. VERAMENDI <br />LEAGUE NO. TWO IN HAYS COUNTY, TEXAS, LOCATED ON POST <br />ROAD, FROM "AO" (AGRICULTURAL OPEN-SPACE DISTRICT) TO <br />"I" (INDUSTRIAL DISTRICT). <br /> <br />Mr. James moved to approve the Ordinance on first reading and Mr. <br />Cavazos seconded the motion. On roll call the following vote was <br />recorded: <br /> <br />AYE: Cavazos, James and Craddock. <br /> <br />NAY: Kreczmer, Mendez and Norris. <br /> <br />ABSTAIN: Brown. <br /> <br />The motion failed. <br /> <br />Mayor Craddock introduced for consideration the adoption of a Resolu- <br />tion to participate in the Capital Area Joint Housing Finance Corpora- <br />tion for the purpose of issuing Housing Mortgage Bonds, the caption <br />which was read as follows: <br /> <br />RESOLUTION APPROVING THE CREATION OF CAPITAL AREA <br />HOUSING FINANCE CORPORATION; APPROVING THE ARTICLES <br />OF INCORPORATION THEREOF AND APPOINTING THE INITIAL <br />DIRECTORS THEREOF; AND CONTAINING OTHER PROVISIONS <br />RELATING TO THE SUBJECT. <br /> <br />Mr. Vincent Meyers of Kidder, Peabody & Co. reviewed some of the forms <br />with Council. He indicated nine counties would be involved in the <br />Capital Area Housing Finance Corporation (Travis County will stand <br />alone separately) and that the bonds would be sold through Kidder, <br />Peabody & Co. Mrs. Norris moved for the adoption of the Resolution <br />and Mr. James seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock indicated she would entertain a motion for the appoint- <br />ment of a Director to the Capital Area Housing Finance Corporation <br />Board of Directors to represent the City of San Marcos. Mr. James <br />moved that Tess Norris be appointed to the Board as the City's repre- <br />sentative and Mr. Brown seconded the motion.
