Mrs. Norris moved to grant the con- tract for a two-year period to Hays County National Bank and Mr. James seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of a Zoning Ordinance on first reading on 62.13 acres of land out of the Shadrach Dixon Subdivision and J. M. Veramendi League No. Two in Hays County, Texas. The Ordinance was tabled at the August 10 meeting until a better legal description could be furnished, but the public hearing was held at the August 10 meeting. Mrs. Norris moved that this Or- dinance be removed from the table and Mr. James seconded the motion. On roll call the following vote was recorded: AYE: Cavazos, James, Craddock, Kreczmer and Norris. NAY: Mendez ABSTAIN: Brown. The Ordinance was then read in its entirety, the caption which follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER 29, 1980 (VOL. 54) BY ZONING 62.13 ACRES OF LAND, MORE OR LESS, BEING PORTIONS OF LOT NO. EIGHT (8) OF THE SHADRACH DIXON SUBDIVISION AND J. M. VERAMENDI LEAGUE NO. TWO IN HAYS COUNTY, TEXAS, LOCATED ON POST ROAD, FROM "AO" (AGRICULTURAL OPEN-SPACE DISTRICT) TO "I" (INDUSTRIAL DISTRICT). Mr. James moved to approve the Ordinance on first reading and Mr. Cavazos seconded the motion. On roll call the following vote was recorded: AYE: Cavazos, James and Craddock. NAY: Kreczmer, Mendez and Norris. ABSTAIN: Brown. The motion failed. Mayor Craddock introduced for consideration the adoption of a Resolu- tion to participate in the Capital Area Joint Housing Finance Corpora- tion for the purpose of issuing Housing Mortgage Bonds, the caption which was read as follows: RESOLUTION APPROVING THE CREATION OF CAPITAL AREA HOUSING FINANCE CORPORATION; APPROVING THE ARTICLES OF INCORPORATION THEREOF AND APPOINTING THE INITIAL DIRECTORS THEREOF; AND CONTAINING OTHER PROVISIONS RELATING TO THE SUBJECT. Mr. Vincent Meyers of Kidder, Peabody & Co. reviewed some of the forms with Council. He indicated nine counties would be involved in the Capital Area Housing Finance Corporation (Travis County will stand alone separately) and that the bonds would be sold through Kidder, Peabody & Co. Mrs. Norris moved for the adoption of the Resolution and Mr. James seconded the motion, which passed unanimously. Mayor Craddock indicated she would entertain a motion for the appoint- ment of a Director to the Capital Area Housing Finance Corporation Board of Directors to represent the City of San Marcos. Mr. James moved that Tess Norris be appointed to the Board as the City's repre- sentative and Mr. Brown seconded the motion. On roll call the following vote was recorded:
