Reguler Meeting <br /> <br />May 24, 2004 <br /> <br /> 206. <br />Page 5 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY'S 2003-2004 BUDGET TO PROVIDE FUNDING FOR THE <br />PURCHASE OF COMPUTER HARDWARE AND SOFTWARE FOR THE MUNICIPAL COURT; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Adoption of Ordinance on third and final reading: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 79.268 ACRES, MORE OR <br />LESS, LOCATED IN THE 5600 BLOCK OF IH-35 SOUTH (H&H INDUSTRIAL PARK <br />TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; AND INCLUDING <br />PROCEDURAL PROVISIONS. <br /> <br />Adoption of Resolutions: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AMENDMENT NO. 1 TO THE COHMUNITY DEVELOPMENT BLOCK GRANT <br />PROGRAM SUBRECIPIENT AGREEMENT BETWEEN THE LYNDON BAINES JOHNSON <br />MUSEUM OF SAN MARCOS, INC.; AUTHORIZING THE CITY MA3IAGER TO EXECUTE <br />THIS AMENDMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE <br />DATE. <br /> (Mr. Mihalkanin abstaining from the preceding Resolution). <br /> <br />Mayor Narvaiz introduced for consideration Item 17, removed from the <br />consent agenda, remove from table and adoption of a Resolution, the <br />caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AGREEMENT WITH SAN MARCOS REINVESTMENT CORPORATION AND <br />HUNTER ROAD AFFORDABLE HOUSING, LP, FOR PAYMENTS IN LIEU OF TAXES FOR <br />THE WILLOW SPRINGS SENIOR RESIDENCE DEVELOPMENT IN THE 2600 BLOCK OF <br />HUNTER ROAD; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Mihalkanin moved to remove from table and Mr. Bose seconded the <br />motion, which passed unanimously. Mr. Diaz moved for adoption of the <br />Resolution and Mr. Guerrero seconded the motion. Mayor Narvaiz stated <br />several citizens have signed up to speak on this item. 1) Holly Wood <br />stated she is speaking on behalf of the 300 residents of Stonebrook. She <br />stated she feels it is wrong for citizens to pay more taxes so their <br />neighbors can pay less tax. 2) Shonie Ramirez stated she is the Property <br />Manager of Stonebrook Senior Community. She stated she feels it is wrong <br />for the residents of Stonebrook to pay taxes if Willow Springs residents <br />do not have to pay taxes. She stated Stonebrook is planning to partner <br />with the Capital Area Housing Finance Corporation to acquire tax exempt <br />status. She stated she hopes to present the proposal to Council in June. <br />3) Jim Green stated he opposes this project. He stated he does not feel <br />San Marcos wants to attract these kinds of projects. 4) Stuart Shaw stated <br /> <br /> <br />
