205. <br />Regular Meeting May 24, 2004 Page 4 <br /> <br />MARCOS CITY CODE, TO CHANGE THE INSURANCE AND TESTING REQUIREMENTS <br />FOR BUILDING CONTRACTOR LICENSING. <br /> <br />Mr. Diaz moved for approval of the Ordinance on second reading and Mr. <br />Taylor seconded the motion. Mr. Taylor stated he had met with David <br />McMillan with the Building Inspections Department. He stated he has had a <br />discussion with Mr. Thomaides regarding this proposed Ordinance and feels <br />this Ordinance should be tabled until the second Regular Council Meeting <br />in June. He stated he feels this would allow more time to discuss <br />warranties offered by the real estate market. Mr. O'Leary stated the <br />Ordinance was being reviewed because a citizen is trying to build his own <br />home. Mr. Taylor stated he feels the Ordinance should be corrected to <br />avoid irreversible damages. Mr. Mark Taylor stated to accommodate Mr. <br />Hague's request, the Council can complete the readings and adopt the <br />Ordinance and then in the future bring back the amendments on June 28, <br />2004. Mr. Thomaides stated he supports approving the Ordinance on second <br />reading and looking at amending in the future. The Council then voted <br />unanimously for approval of the Ordinance on second reading. <br /> <br />Mayor Narvaiz introduced for consideration approval of minutes of the <br />Regular Meeting held May 10, 2004, approval of three Ordinances on second <br />reading, adoption of one Ordinance on third and final reading, adoption of <br />two Resolutions, and approval of quarterly investment report for quarter <br />ending March 30, 2004, on consensus. The Council removed Item 17, <br />adoption of Resolution, to be considered separately. Mr. Taylor moved for <br />approval of minutes of the Regular Meeting held May 10, 2004, approval of <br />three Ordinances on second reading, adoption of one Ordinance on third and <br />final reading, adoption of the remaining Resolution and approval of <br />quarterly investment report for quarter ending March 30, 2004, which <br />passed unanimously on consensus and Mr. Diaz seconded the motion, (Mr. <br />Mihalkanin abstaining from Items 12, approval of minutes, and Item 18, <br />adoption of Resolution) The captions of the Ordinances and Resolutions <br />read as follows: <br /> <br />Approval of Ordinances on second reading: <br /> <br />AN' ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 594.128 ACRES, MORE <br />OR LESS, LOCATED NORTHWEST OF THE 3100-3400 BLOCKS OF POST ROAD (AGUA <br />TIERRA TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; INCLUDING <br />PROCEDURAL PROVISIONS. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />REPEALING THE EXPIRATION OF THE MUNICIPAL COURT TECHNOLOGY FEE; AND <br />INCLUDING PROCEDURAL PROVISIONS. <br /> <br /> <br />
