<br />228. <br />Regular Meeting <br /> <br />June 14, 2004 <br /> <br />Page 10 <br /> <br />FY2004-2005 budget calendar. He stated Staff will be submitting the <br />proposed budget to the Council at the next Regular Council Meeting <br />scheduled for June 28, 2004. The Council agreed by consensus to the <br />proposed budget calendar. <br /> <br />Mayor Narvaiz introduced a discussion regarding commencement of <br />negotiations to contract the operation and maintenance of the Surface <br />Water Treatment Plant, Groundwater Wells and Wastewater Treatment Plant. <br />Mr. O'Leary stated the Surface Water Treatment Plant is operated under <br />contract with GBRA, which expires in February. He stated Staff was <br />authorized to investigate contracting out the operation of the Plants. <br />Tom Taggart, Director of Wastewater provided a power point presentation. <br />Mr. Taggart stated by contracting out the operation there will be <br />reduction of 17 positions. He stated if the operation of the Plants is <br />contracted out, the City employees will be given first priority to be <br />hired ·as plant employees. He stated the employees have been informed of <br />the possibility. He stated contracting out the Plants would be a cost <br />savings. The Council agreed to continue the negotiation process. <br /> <br />Mayor Narvaiz introduced a presentation and discussion regarding solids <br />treatment analysis at the Wastewater Treatment Plant. Mr. O'Leary stated <br />the Wastewater Treatment Plant has exhibited problems since its <br />installation. He stated Staff would like to hold a Workshop regarding <br />this issue in the near future. David Lewis, of CH2MHill, provided a power <br />point presentation. Mr. Thomaides inquired whether CH2MHill would <br />guarantee no odor. Mr. Lewis stated composting and landfill will create <br />some odor issues. Mr. Thomaides stated he will submit a list of questions <br />in writing to CH2MHill. Mr. Lewis stated he will provide the answers to <br />the questions in writing. Mr. Mihalkanin stated he feels all Council <br />Members should receive a copy of the questions and answers. Laurie <br />Anderson, Director of Engineering Department, inquired whether Council <br />wants Texas Disposal Systems to attend the Workshop. Council agreed by <br />consensus to include TDS. Council also agreed to hold the Workshop on <br />July 11 2004, at 6:00 p.m. <br /> <br />Mayor Narvaiz introduced a discussion regarding status reports on wonder <br />World Drive (FM3407) Extension Environmental Assessment and Texas <br />Department of Transportation and City of San Marcos Traffic <br />Synchronization Project. Traffic Synchronization Project-Ms. Anderson <br />provided the Council with a handout. She stated the traffic <br />synchronization project will be shared 50/50 with Texas Department of <br />Transportation. She stated TxDOT will be reviewing the plans at their <br />meeting tomorrow and begin in January, 2005. Wonder World Drive-Ms. <br />Anderson stated u.S. Fish and wildlife met their goal and the Federal <br />Highway okayed on June 101 2004. She stated the next step is to hold <br />public hearings and provide answers. to questions to the Federal <br />Transportation. She stated by late September the City should receive a <br />FONZYI which then allows for the purchase of right-of-way. She stated the <br />
