<br />227. <br /> <br />Regular Meeting <br /> <br />June 14, 2004 <br /> <br />Page 9 <br /> <br />City's support with this project. 2) Stuart Shaw stated he is the <br />developer, working with the Housing Authority. He encouraged the Council <br />to support this project. 3) Ted Cornwell stated he is the Attorney for <br />the Housing Authority and is present to answer questions. Mr. Taylor <br />stated citizens expect Council to not remove property from the tax roll. <br />Mr. Mark Taylor stated the letter of intent goes away when bonds are <br />issued and the payment in lieu of taxes (P.i.l.o.t.) will be included in <br />bonds. On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Diaz, Guerrero, Narvaiz and Bose. <br /> <br />NAY: Mihalkanin, Thomaides and Taylor. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Narvaiz introduced for consideration Item 29, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT BETWEEN THE CITY <br />AND HAYS COUNTY FOR FUNDING FOR THE McCARTY LANE AND CENTERPOINT ROAD <br />RECONSTRUCTION PROJECTS¡ AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Diaz moved for adoption of the Resolution and Mr. Mihalkanin seconded <br />the motion. Mr. Taylor inquired whether the Hays County bond for <br />reconstruction work on McCarty Lane and Centerpoint Road included the <br />property in the City. Mr. O'Leary stated the bond did include the City <br />portion. Mr. Diaz stated he did not realize this property was included in <br />the County bond sales. On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Guerrero, Mihalkanin and Narvaiz. <br /> <br />NAY: <br /> <br />Diaz, Thomaides, Bose and Taylor. <br /> <br />ABSTAIN: None. <br /> <br />The motion failed. <br /> <br />Mayor Narvaiz introduced a discussion regarding receiving the Capital <br />Improvements Program (CIP) for FY2004-2005 to FY2013-2014 from the <br />Planning and Zoning Commission. Mr. O'Leary presented the Council with <br />the Capital Improvements Program (CIP) for FY2004-2005 to FY2013-2014, <br />which will be discussed throughout the budget process. <br /> <br />Mayor Narvaiz introduced a discussion regarding the proposed FY2004-2005 <br />budget calendar.
