<br />226. <br />Regular Meeting <br /> <br />June 14, 2004 <br /> <br />Page 8 <br /> <br />Mayor Narvaiz introduced for consideration Item 18, removed from the <br />consent agenda, adoption of an Ordinance on third and final reading, the <br />caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 14, BUILDINGS AND BUILDING REGULATIONS, OF THE SAN <br />MARCOS CITY CODE, TO CHANGE THE INSURANCE AND TESTING REQUIREMENTS <br />FOR BUILDING CONTRACTOR LICENSING; INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Mr. Taylor moved for adoption of the Ordinance on third and final reading, <br />and Mr. Mihalkanin seconded the motion. Mr. Taylor stated he feels this <br />Ordinance should be adopted. He stated other provisions regarding <br />warranties for homebuilders will be considered in the near future. The <br />Council then voted unanimously for adoption of the Ordinance on third and <br />final reading. <br /> <br />Mayor Narvaiz introduced for consideration Item 19, removed from the <br />consent agenda, adoption of an Ordinance on third and final reading, the <br />caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 594.128 ACRES, MORE <br />OR LESS, LOCATED NORTHWEST OF THE 3100-3400 BLOCKS OF POST ROAD (AGUA <br />TIERRA TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; AND INCLUDING <br />PROCEDURAL PROVISIONS. <br /> <br />Mr. Mihalkanin moved for adoption of the Ordinance on third and final <br />reading and Mr. Taylor seconded the motion. Mr. Mihalkanin stated the <br />applicant has r~quested this item be tabled. Mr. Mihalkanin moved to <br />table the Ordinance until the next Regular Meeting scheduled June 28, <br />2004, and Mr. Thomaides seconded the rnotion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration Item 25, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A LETTER OF INTENT REGARDING PAYMENTS IN LIEU OF TAXES FOR <br />THE PROPOSED WILLOW SPRINGS SENIOR RESIDENCE DEVELOPMENT IN THE 2600 <br />BLOCK OF HUNTER ROAD; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Diaz moved for adoption of the Resolution and Mr. Mihalkanin seconded <br />the motion. Mayor Narvaiz stated citizens have signed up to speak <br />regarding this item. 1) Albert Sierra, Executive Director of the Housing <br />Authority, encouraged the Council to support this Resolution. He stated <br />Capital Area Housing Finance Corporation is expecting to issue bonds to <br />finance this project and is requiring a letter of intent to indicate the <br />
