Exhibit 2 - Coordination Process
2.1 Coordination will be based upon the equipment represented in Exhibit 1.
2.2 Notification
2.2.1 A 30 -day advance notice of planned requests from the User should be
sent to the LCRA Mobile Coordinator to allow for sufficient time to prepare
and plan for the installation. At minimum, the advance notice should
consists of a telephone call from the User to the LCRA Mobile Coordinator
with a follow up fax or email with the details of the scope of work (See
Exhibit 3 for the Scope of Work Document). The LCRA Mobile Coordinator
can be contacted at the following numbers or at the following e-mail
address:
Mobile Coordinator: Wally Denby or designee
Phone Number: (800) 776 -5272 ext 6078
Fax Number: (512) 482 -6382
Email Address: wdenbyCa)_Icra.org
2.2.2 Requests from the User will be made to the LCRA Mobile Coordinator and
evaluated on a case -by -case basis. Each installation requires a load study
using data by the LCRA MV90 translation group. Analysis of the last two
weeks of the power transformer bank load and the past year power
transformer bank load allows trending to assist the LCRA Mobile
Coordinator in determining which best fit equipment to use.
2.3 Relay Coordination.
2.3.1 After the selection of the best fit equipment, the LCRA Mobile Coordinator
will update a status file presently in an Excel format. The status file
provides the location and the schedule for a mobile or temporary
equipment installation. Monday of each week, the status file will be e-
mailed to all applicable personnel to provide the status of all the mobiles
and temporary equipment. Included in this e-mail group are the LCRA's
System Protection personnel who will run, the planned mobile or
temporary equipment installation, relay coordination studies when
applicable for the mobile or temporary equipment.
2.3.2 LCRA's System Protection group will work directly with the User to assure
that the protection devices and the low -side breaker schemes are
coordinated. The over - current relay (circuit switcher) settings are derived
based on the transformer capacity and the available short circuit current at
each location. The coordination curves are plotted to ensure that the
phase over - current or the ground adequately protects the transformer.
Mobile - Memorandum of Understanding 4/28/2010 Page 5 of 11
