2.3.3 In addition, the over - current relay settings are also set to assure that the
cable to be used on the low side (500MCM, 1000MCM, or 1500MCM)
does not get overloaded by more than 120 %. The ground over current
relay will be set at approximately 35% of the transformer maximum
capacity. High side fuses are also rated based on the transformer rating
and short circuit capability.
2.3.4 If the low side recloser or breaker settings are available, they are
coordinated with the mobile substation or temporary equipment.
Otherwise, the LCRA's System Protection group contacts the User for the
settings or the transformer and circuit switcher /fuses settings are sent to
the User for low side relay coordination. The final settings and the
coordination curves should be submitted to LCRA's System Protection
Group for review. These settings will be sent to the party responsible for
field installation after concurrence between the parties is reached.
2.4 Transportation; Installation; and Removal.
2.4.1 The Mobile Coordinator shall be responsible for coordinating
transportation, installation and removal of the mobile substation or
temporary equipment and any support equipment with the User.
2.5 Communication.
2.5.1 The status file is e- mailed on a weekly basis to keep all parties informed of
current and proposed mobile substation or temporary equipment
installations. The e-mail group includes but not limited to Users and LCRA
staff which consists of supervisors, project managers, planners, control
center coordinators, engineering, etc.
2.5.2 When applicable and before the planned installation, the LCRA Work
Management planning group will notify all direct connect utility customers
(substation customers) that have equipment or receive service from a
substation of a pending mobile substation or temporary equipment
installation.
