Franklin, Terry Lighthouse, Sheridan Dennis, Jackie <br />Matthys, Cynthia Wiens, Jerri Martin, Gregg Echols, Kelley Kilber, <br />Chuck Nash, Charles Willis, Patty Sullivan, Ted McIntyre and others. <br /> <br />Mayor Craddock called the meeting to order at 7:30 p.m. <br /> <br />Mayor Craddock opened the public hearing on the proposed utility rate <br />increase. No one wished to speak in favor of the increase. Mayor <br />Craddock then asked if anyone wished to speak against the proposed <br />increase. Dr. Ken Long stated he was not really opposed to the 15% <br />increase if it was needed, and that he would be able to afford a 15% <br />increase, but what he was opposed to was the extension policy the City <br />had which aided developers, and over the past year $46,000 had been <br />used in the extension policy for multi-family dwellings. Jane Wilson <br />then spoke and said she didn't really have anything to add, but wanted <br />to agree with Dr. Long's comments, and could the City afford to offer <br />such a policy to builders. City Manager A. C. Gonzalez then explained <br />the extension policy under which we are currently operating. The ex- <br />tension money used is only on property which is already platted. In <br />all new subdivision developments, the developer pays the cost except <br />for overage. The developer pays for 8" and if 12" is needed for that <br />particular area for the future development of the area, then the City <br />pays for that overage. The funds are used in wastewater extension, <br />which has helped to address some of our current problems. Some of <br />the funds will be applied to Coers Drive, approximately $40,000 is <br />needed. Fifteen thousand dollars of these funds was used to purchase <br />an articulated front-end loader for the Sewer Treatment Plant. There <br />has been a lot of discussion about the money being used to help en- <br />courage development, and the money used for the overage will be of <br />benefit to all of us, not just developers. <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on first reading amending Sections 30-27 and 30-35 of the Code of Or- <br />dinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTIONS 30-27 AND 30-35 OF <br />THE CODE OF ORDINANCES OF SAID CITY TO INCREASE THE <br />CHARGES TO BE PAID BY ALL PERSONS OWNING OR OCCUPY- <br />ING PREMISES WHICH ARE CONNECTED WITH THE WATER SYSTEM <br />OF SAID CITY; TO INCREASE THE RATES FOR SERVICES TO <br />USERS OF THE SANITARY SEWAGE SYSTEM OF SAID CITY; <br />SETTING OUT THE DIFFERENT CLASSES OF CUSTOMERS FOR <br />SAID WATER AND SANITARY SEWAGE SERVICE AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />* John A.
