Mr. Gonzalez stated that an average rate <br />had been computed from the Texas Municipal League of 20 cities approxi- <br />mately the size of San Marcos from 1974-1979 and that the proposed 15% <br />increase was still below the 1974 average computed of the 20 cities, <br />a chart of this computation being attached to these minutes. Staff <br />was directed to provide the Council at the next reading with more in- <br />formation concerning the extension policy. The Ordinance was approved <br />by unanimous vote of the Council on first reading. <br /> <br />Mayor Craddock then announced that the Department of Public Safety <br />wanted to address the Council concerning their request for City pro- <br />perty. Major J. R. Allen of the Department of Public Safety, Region <br />VI of Waco, Texas advised the Council that the Department of Public <br />Safety wanted to erect a facility here in San Marcos and needed ap- <br />proximately 1 1/4 acres for their facility, which would have easy <br />access to IH35 and be readily accessible to the public. The property <br />the DPS is interested in fronts on IH35, is approximately 54,600 square <br />feet and is located in front of the Wastewater Treatment Plant No. 1. <br />The Council requested Staff to proceed with the negotiations with DPS <br />concerning this transaction. Attached to these minutes are Staff re- <br />ports concerning this transaction. <br /> <br />Mayor Craddock introduced for consideration adoption of a Resolution <br />granting a variance from Appendix B entitled "Airport Zoning Regula- <br />tions'' of the Code of Ordinances, the caption which was read as fol- <br />lows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, GRANTING A VARIANCE FROM APPENDIX B <br />ENTITLED "AIRPORT ZONING REGULATIONS" OF THE CODE OF <br />ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, TO PER- <br />MIT THE CONSTRUCTION OF A BUILDING ON LOTS 1, 2 AND 3 <br />OF THE MUNICIPAL AIRPORT SUBDIVISION IN THE CITY OF <br />SAN MARCOS, HAYS COUNTY, TEXAS, AND DECLARING AN EF- <br />FECTIVE DATE. <br /> <br />Mr. Cavazos moved to adopt the Resolution and Mrs. Norris seconded <br />the motion. Mr. Charles Willis of Willis and Associates of Dallas, <br />the City's airport advisor, addressed the Council. He stated that <br />the variance needed by Dana Corporation was two feet, and he did not <br />believe the proposed structure would cause any problems and it was <br />their recommendation the variance be granted. On roll call the Reso- <br />lution was adopted unanimously. <br /> <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />amending Ordinance 1980-37, which sets forth expense of conducting each <br />Department of the City for the fiscal year beginning October 1, 1980, <br />the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING ORDINANCE 1980-37 ADOPTED <br />SEPTEMBER 8, 1980, WHICH SETS FORTH AN ITEMIZED <br />ESTIMATE OF THE EXPENSE OF CONDUCTING EACH DEPART- <br />MENT, DIVISION AND OFFICE OF THE MUNICIPAL GOVERN- <br />MENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING <br />ON OCTOBER 1, 1980, AND ENDING ON SEPTEMBER 30, <br />1981, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS <br />AND PURPOSES OF~ SUCH ESTI~VLATE TO REVISE SAID ESTI- <br />MATES AND TO REAPPROPRIATE SAID FUNDS; ADOPTING <br />SAID REVISIONS AND ESTIMATES AND DECLARING AN EMER- <br />GENCY. <br /> <br />Mrs. Norris moved to adopt the Ordinance and Mr. James seconded the <br />motion, which passed unanimously. <br /> <br /> <br />
