2 Special Meeting September 8, 1981 Page 2 Mrs. Norris moved to approve the Ordinance on first reading and Mr. James seconded the motion. Mr. Gonzalez stated that an average rate had been computed from the Texas Municipal League of 20 cities approxi- mately the size of San Marcos from 1974-1979 and that the proposed 15% increase was still below the 1974 average computed of the 20 cities, a chart of this computation being attached to these minutes. Staff was directed to provide the Council at the next reading with more in- formation concerning the extension policy. The Ordinance was approved by unanimous vote of the Council on first reading. Mayor Craddock then announced that the Department of Public Safety wanted to address the Council concerning their request for City pro- perty. Major J. R. Allen of the Department of Public Safety, Region VI of Waco, Texas advised the Council that the Department of Public Safety wanted to erect a facility here in San Marcos and needed ap- proximately 1 1/4 acres for their facility, which would have easy access to IH35 and be readily accessible to the public. The property the DPS is interested in fronts on IH35, is approximately 54,600 square feet and is located in front of the Wastewater Treatment Plant No. 1. The Council requested Staff to proceed with the negotiations with DPS concerning this transaction. Attached to these minutes are Staff re- ports concerning this transaction. Mayor Craddock introduced for consideration adoption of a Resolution granting a variance from Appendix B entitled "Airport Zoning Regula- tions'' of the Code of Ordinances, the caption which was read as fol- lows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, GRANTING A VARIANCE FROM APPENDIX B ENTITLED "AIRPORT ZONING REGULATIONS" OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS, TO PER- MIT THE CONSTRUCTION OF A BUILDING ON LOTS 1, 2 AND 3 OF THE MUNICIPAL AIRPORT SUBDIVISION IN THE CITY OF SAN MARCOS, HAYS COUNTY, TEXAS, AND DECLARING AN EF- FECTIVE DATE. Mr. Cavazos moved to adopt the Resolution and Mrs. Norris seconded the motion. Mr. Charles Willis of Willis and Associates of Dallas, the City's airport advisor, addressed the Council. He stated that the variance needed by Dana Corporation was two feet, and he did not believe the proposed structure would cause any problems and it was their recommendation the variance be granted. On roll call the Reso- lution was adopted unanimously. Mayor Craddock introduced for consideration adoption of an Ordinance amending Ordinance 1980-37, which sets forth expense of conducting each Department of the City for the fiscal year beginning October 1, 1980, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ORDINANCE 1980-37 ADOPTED SEPTEMBER 8, 1980, WHICH SETS FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH DEPART- MENT, DIVISION AND OFFICE OF THE MUNICIPAL GOVERN- MENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 1980, AND ENDING ON SEPTEMBER 30, 1981, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF~ SUCH ESTI~VLATE TO REVISE SAID ESTI- MATES AND TO REAPPROPRIATE SAID FUNDS; ADOPTING SAID REVISIONS AND ESTIMATES AND DECLARING AN EMER- GENCY. Mrs. Norris moved to adopt the Ordinance and Mr. James seconded the motion, which passed unanimously.
