3 Special Meeting September 8, 1981 Page 3 Mayor Craddock opened the public hearing on the Revenue Sharing - Entitlement 13 Budget. No one wished to speak in favor or against the proposed Revenue Sharing Budget, so Mayor Craddock closed the public hearing. Mayor Craddock introduced for consideration an Ordinance setting the tax rate for the fiscal year 1981-1982, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SETTING THE TAX RATE FOR SAID CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1981, AND ENDING SEPTEMBER 30, 1982; LEVYING TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR SAID FISCAL YEAR, AND DECLARING AN EMERGEN- CY. Mrs. Norris moved for the adoption of the Ordinance and Mr. James seconded the motion. Mr. James then moved that the Ordinance be amended as follows to complete the blanks in the Ordinance presented: Under Section 1: complete the blank with "$1.03"; Under Section 2A: complete the blank with "89¢"; and Under Section 2B: complete the blank with "14¢"; and Mrs. Norris seconded the motion. the vote was recorded as follows: On roll call of the amendment AYE: Brown, James, Craddock, Mendez and Norris. NAY: Cavazos. ABSTAIN: None. On roll call of the adoption of the Ordinance the vote was recorded as follows: AYE: Brown, James, Craddock, Mendez and Norris. NAY: Cavazos. ABSTAIN: None. Mayor Craddock introduced for consideration the adoption of an Ordinance setting forth the itemized estimate of expense of conducting each admini- strative unit of the municipal government for the fiscal year 1981-1982, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SETTING FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- CAL YEAR BEGINNING ON OCTOBER 1, 1981 AND ENDING ON SEPTEMBER 30, 1982 AND APPROPRIATING MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE; REVISING THE BUDGET FOR THE PRECEDING FISCAL YEAR ENDING ON SEPTEMBER 30, 1981; APPROPRIATING MONEY TO PAY INTER- EST AND PRINCIPAL SINKING FUND REQUIREMENTS ON ALL OUTSTANDING INDEBTEDNESS; PROVIDING A SAVINGS CLAUSE FOR THE REPEAL OF ALL ORDINANCES AND APPROPRIATIONS IN CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE AND DECLARING AN EMERGENCY. Mrs. Norris moved to adopt the Ordinance and Mr. James seconded the motion. Mr. Gonzalez advised the Council that an additional $5,200 was needed in the budget for the garbage picked up during holidays to pay for the overtime. Mr. Brown moved that the Ordinance and bud- get be amended to include the $5,200.00 and Mr. James seconded the motion, which passed unanimously.
