<br />3. <br /> <br />Regular Meeting <br /> <br />June 28, 2004 <br /> <br />Page 3 <br /> <br />Mayor Narvaiz introduced a public hearing and adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE REALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT <br />(UCDBG") FUNDING FROM PREVIOUS YEAR'S PROJECTS IN THE AMOUNT OF <br />$58,715.56 TO CURRENT CDBG PROJECTS; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. <br />Taylor moved for adoption of the Resolution and Mr. Diaz seconded the <br />motion. Mr. O'Leary stated each year the City Council allocates Community <br />Development Block Grant funds to various projects. He stated some <br />projects were completed and did not use all their allocated funds. He <br />stated HUD requires the City to use all funds allocated in a timely <br />manner. He stated Staff recommends $34,069 be allocated for Sunset Acres <br />Water and Wastewater Improvements Project, $9,640.00 for Price Center <br />Window and Interior Rehabilitation Project and $15,006.56 for Crime <br />Victim's Assistance. The Council then voted unanimously for adoption of <br />the Resolution. <br /> <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE SALE OF A PORTION OF LOT 8, BLOCK 2, KATY ADDITION, <br />LOCATED IN AN UNOPENED PORTION OF THE 300 BLOCK OF MCGEHEE STREET, TO <br />WILLIAM CHRISTOPHER CARSON; AUTHORIZING THE CITY MANAGER TO EXECUTE A <br />DEED; AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Mr. Diaz moved for approval of an Ordinance on first reading and Mr. <br />Thomaides seconded the motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 14, BUILDINGS AND BUILDING REGULATIONS, OF THE SAN <br />MARCOS CITY CODE, TO REVISE AND CLARIFY RESIDENTIAL BUILDING <br />CONTRACTOR LICENSING, INSURANCE AND PERMIT REGULATIONS; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mr. Taylor moved for approval of an Ordinance on first reading and Mr. <br />Thomaides seconded the motion. Mr. O'Leary stated this proposed Ordinance <br />would eliminate the insurance requirement. Mr. Taylor stated he enjoyed <br />working with Mr. McMillan. He stated he also met with TNRCC. He feels <br />giving the warranty to the builders is the correct route for the City to <br />take. Mr. Thomaides stated residents want to have work done by who they <br />select. He stated with the current Ordinance, they would not be able to <br />do so, and the proposed Ordinance would give the freedom to the <br />
