She stated staff is conducting a traffic <br />study as part of the petition to TxDOT for the signals. She stated the <br />traffic on Craddock will be two lanes while the construction is underway. <br />Mr. Bose inquired as to the drainage plans. Ms. Anderson stated there are <br />some funds for drainage, but staff is currently working on getting àdvice <br />regarding the erosion. <br /> <br />Mayor Narvaiz introduced a discussion regarding the City's enforcement of <br />Union Pacific Railroad's train speeds and blocked crossings within the <br />City limits and Union Pacific Railroad's coordination efforts related to <br />the Wonder World Drive Railroad Overpass and direction to Staff. Jan <br />Clark, Assistant City Attorney, stated she found a Federal 5th Circuit <br />Court of Appeals case that overturned the State Code which is currently <br />used to enforce railroad violations. Mr. O'Leary stated the City has no <br />authority over the Railroad. Mayor Narvaiz asked Staff to make an effort <br />to document all train stoppage in the City. Mr. Mihalkanin stated he <br />knows of other municipalities who ticketed trains. Mr. Mark Taylor stated <br />the Council could send a letter directed to Federal Legislation by <br />Resolution explaining the City direction. Mayor Narvaiz asked Staff to <br />track calls to help support the Council's concerns. Mr. Thomaides stated <br />he supports such a Resolution and another Resolution directed to Union <br />Pacific Railroad expressing the City's concerns. <br /> <br />Mayor Narvaiz introduced a discussion regarding Board and Commission <br />appointments schedule and direction to Staff. Ms. Womack stated she has <br />visited other municipalities regarding Board and Commission appointments. <br />She stated some municipalities appoint Board and Commission members once a <br />year, and fill vacancies as they occur. She suggested a drive for <br />Volunteers be held, the Council considers hold a Workshop to discuss the <br />appointments, and then a separate meeting in which the Council would <br />appoint the Board and Commission members. She stated the Council might <br />consider getting recommendations from the Boards and Commissions for these <br />appointments. Mr. Thomaides inquired how the appointment amendments would <br />be handled. Mr. Mark Taylor stated this could be done in one Ordinance. <br />Mr. Mihalkanin stated he is concerned about going from a 12 month <br />appointment process to a one time per year appointment process. He stated <br />he would rather see this done quarterly and work towards one time a year. <br />Mr. Diaz, Mr. Thomaides and Mr. Taylor stated they support the one time a <br />year appointment. Council agreed by consensus to have Staff to review all <br />appointments that need to be made make a recommendation to the Council for <br />the best time to make these appointments. Mr. Mihalkanin asked Staff to <br />look at other municipalities as to when they make their Board and <br />Commission appointments. Mr. Thomaides asked Staff to consider when the <br />Workshops, Volunteer Drive and appointments be made, and not to schedule <br />these during the summer when citizens will be out of town. Mayor Narvaiz <br />asked Staff to also consider how to implement and recognize outgoing Board <br />and Commission members at a reception. <br /> <br />Mayor Narvaiz introduced a discussion regarding strategies for a Water <br />Supply Study and direction to Staff. Mark Lowry, of Turner, Collie and <br />
