<br />8. <br />Regular Meeting <br /> <br />June 28, 2004 <br /> <br />Page 8 <br /> <br />Braden, presented a power point presentation. Laurie Anderson, Director <br />of Engineering, stated Region L is in the process of identifying water <br />sources. She also stated she needs the Council to review the recommended <br />Strategies to see if the Council would like to continually to pursue them. <br />She also inquired whether there are other areas the Council wishes to look <br />at. She stated these strategies need to be prioritized. Mayor Narvaiz <br />stated she would need the costs in order to prioritize. Mr. Thomaides <br />stated he would like to look at all options, but has some concerns with <br />the bed and banks options. Mr. Mihalkanin stated he feels the Council <br />should be briefed on the permitting process and litigation of the bed and <br />banks in an Executive Session at the next Council Meeting. Mr. Mihalkanin <br />inquired whether the Texas State University-San Marcos surface water would <br />be an example of senior water rights. Mr. Taggart, Director of <br />Water/Wastewater, stated yes, this would be an example of senior water <br />rights. He stated that is just one readily identified in a specific <br />quantity and the others are a review of what those senior rights are and <br />what the potential quantities might be. Mayor Narvaiz stated she feels the <br />Council needs to get their thoughts out to the public quickly, but the <br />Council needs to receive the costs first. Mr. O'Leary inquired whether <br />the Council would like to consider the GBRA option for additional water. <br />The Council agreed to the GBRA option if there was still some water <br />available. <br /> <br />Mayor Narvaiz introduced the City Council's Report. 1) Mr. Guerrero <br />thanked the City Council and citizens of San Marcos for welcoming the <br />Sunshine kids to San Marcos. 2) Mayor Narvaiz stated she visited the <br />Sister City Monclova with the City Manager and several firemen. She <br />stated several officials from Monclova will be visiting San Marcos. 3) <br />Mayor Narvaiz stated she attended the United States Conference of Mayors <br />and brought back several ideas. <br /> <br />Mayor Narvaiz introduced an Executive Session pursuant to the Government <br />Code, Section 551.071, to seek the City Attorney's advice regarding pending <br />litigation, contemplated litigation, a settlement offer, or a matter <br />involving attorney-client privilege (expenditures by Hays County for <br />County Roads within City limits); and Section 551.087, to discuss <br />commercial or financial information the City has received from a business <br />prospect that the City seeks to have locate, stay or expand in or near the <br />City and with which the City is conducting economic development <br />negotiations, or to deliberate the offer of a financial or other incentive <br />to such a business prospect (Development Incentive-Hotel Conference <br />Center; San Marcos Chamber of Commerce report; San Marcos Hispanic Chamber <br />of Commerce report) . Mr. Mihalkanin moved the Council adjourn into <br />Executive Session at 9:44 p.m. and Mr. Guerrero seconded the motion, which <br />passed unanimously. <br /> <br />Mr. Diaz moved the Council reconvene at 11:23 p.m. and Mr. Mihalkanin <br />seconded the motion, which passed unanimously. <br />
