rates in Texas increasing again. We truly have adequate funds in targeted reserves to <br />cover these rates for another year. There is an uncertainty as to how soon we will need to <br />increase capacities. There should be another year to study the possibilities. <br />Marge Burkett, 2613 Leslie Lane, said she moved here from Las Vegas, where she had <br />much lower bills. The City has to find ways to cut costs. Nobody wants to pay these <br />high bills. Increasing the water bill will not solve the problem. She recommended the <br />City cut costs in other areas to fund this. <br />Jean Mooney, 2505 Great Oaks Dr., stated that the timing is wrong to ask the citizens for <br />an increase in water/wastewater rates. This has been a year with bad news - hurricanes, <br />gasoline prices, etc. People have cut their domestic budget. The City should work to cut <br />the budget and show their concern to the citizens. <br />Nelwyn Moore, 809 Belvin, noted there are two groups that will be heavily impacted: <br />those who live on limited incomes (poverty level and retired) who have no way to raise <br />their incomes. <br />Betsy Robertson, 1410 Progress, asked for single stream recycling to be brought back on <br />the agenda. Also with hurricane that just came through, she requested that the City offer <br />training to citizens on how to prepare for an outage for a week (water and electricity). <br />The Fire Chief has a presentation on how to prepare a box. <br />0 7. Staff Reports <br />City Manager Rick Menchaca reported that the City opened a shelter this afternoon. <br />Currently there are 125 evacuees. <br />8. City Council Reports <br />There were no Council reports. <br />CONSENT AGENDA <br />9. Consider approval of minutes <br />A. September 2, 2008 Regular Meeting <br />10. Consider adoption of Resolution 2008-123R, adopting a revised financial policy <br />and declaring an effective date. <br />11. Consider adoption of Resolution 2008-124R, approving an agreement between <br />the City and Bain Medina Bain, Inc. for a fixed fee of $275,410.00 for the provision <br />of professional engineering services in connection with the Victory Gardens <br />Neighborhood Drainage, Water, Wastewater and Street Improvements Project; <br />authorizing the Citv Manager to execute this agreement on behalf of the City and <br />0 declaring an effective date.
