12. Consider adoption of Resolution 2008-125R, approving the terms and conditions <br />of the first amendment to development between the City and Post Road Partners, <br />L.L.C. for the construction of public infrastructure improvements including a storm <br />drainage system to serve the Marlton Estates Subdivision and adjacent property; <br />authorizing the City Manager to execute the agreement on behalf of the City and <br />declaring an effective date. <br />13. Consider adoption of Resolution 2008-126R, making appointments to the Board <br />of Directors of the Hays Caldwell Public Utility Agency; and declaring an effective <br />date. <br />14. Consider adoption of Ordinance 2008-43, extending the local state of emergency <br />declared by the Mayor on September 10, 2008; declaring a state of disaster; <br />providing for penalties; providing for severance; providing for publication; and <br />declaring an emergency. <br />MOTION: Upon a motion made by Councilmember Thomaides and a second by <br />Councilmember Couch, the City Council voted six (6) for and none (0) opposed, to <br />approve the Consent Agenda. The motion carried unanimously. <br />NON-CONSENT AGENDA <br />14. Consider appointments to the following: • <br />A. Animal Shelter Advisory Committee <br />B. Historic Preservation Commission <br />C. Human Services Advisory Board <br />D. Main Street Advisory Board <br />E. Youth Commission <br />Chad Austin was appointed to the Animal Shelter Advisory Committee. <br />Thea Dake and Kevin Romig (professional) were appointed to the Historic Preservation <br />Commission. <br />No one was appointed to the Human Services Advisory Board. <br />No one was appointed to the Main Street Advisory Board. <br />Andy Sevilla was appointed to the Youth Commission. <br />15. Public Hearing to receive comments for and against an ordinance amending the <br />San Marcos Horizons City Master Plan adopted in section 1.4.1.1 of the Citv Land <br />Development Code by adopting a new appendix entitled "Downtown Master Plan", <br />and consider ordinance on the first of three readings. <br />•
