<br />90. <br /> <br />Regular Meeting <br /> <br />July 26, 2004 <br /> <br />Page 14 <br /> <br />Mayor Narvaiz introduced for consideration Item 16, removed from the <br />consent agenda, approval of an Ordinance on second reading, the caption <br />which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 2.044 OF THE CITY CODE PERTAINING TO THE AGENDA <br />PROCESS FOR CITY COUNCIL MEETINGS; AND INCLUDING PROCEDURAL <br />PROVISIONS. <br /> <br />Mr. Mihalkanin moved for approval of the Ordinance on second reading, and <br />Mr. Taylor seconded the motion. Mr. Taylor stated he had asked for <br />clarification of Section 2.044. Mr. Taylor moved to amend Section 2.044 <br />to read...on agenda by prior direction of the Council under subsection (c) <br />below, or placed on an agenda as a discussion item by two Council Members <br />under subsection (c) below, and Mr. Thomaides seconded the motion, which <br />passed unanimously. The Council then voted unanimously for adoption of <br />the Resolution. <br /> <br />Mayor Narvaiz introduced for consideration Item 18, removed from the <br />consent agenda, approval of an Ordinance on second reading, the caption <br />which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF <br />TEXAS, ANNEXING TO THE CITY A TRACT OF <br />MORE OR LESS, LOCATED IN THE 2600 <br />HIGHWAY (HIGH SCHOOL TRACT); APPROVING <br />AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />THE CITY OF THE SAN MARCOS, <br />LAND CONTAINING 111.411 ACRES, <br />3000 BLOCKS OF OLD BASTROP <br />A SERVICE PLAN FOR THIS TRACT; <br /> <br />Mr. Diaz moved for approval of the Ordinance on second reading and Mr. <br />Taylor seconded the motion. Mr. Thomaides inquired as to the estimate of <br />the road impact cost. Mr. O'Leary stated the County is currently working <br />on the estimate cost. He stated the County should be finished by the <br />third reading scheduled for August 9, 2004. The Council then voted <br />unanimously for approval of the Ordinance on second reading. <br /> <br />Mayor Narvaiz introduced for consideration Item 25, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ESTABLISHING A BLUE RIBBON BOND COMMITTEE (TEMPORARY COMMITTEE); AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerrero moved for adoption of the Resolution and Mr. Mihalkanin <br />seconded the motion. Mayor Narvaiz stated the purpose of the Committee <br />is the prioritization of the needs of the San Marcos community with <br />respect to capital improvement projects funded by the issuance of general <br />obligation bonds to be repaid through ad valorem taxes.
