She stated the Board is dealing with a small <br />budget and, unfortunately, it takes more of the cost to operate. Mr. <br />Mihalkanin stated he does not feel he should approve the Hispanic Chamber <br />of Commerce's budget. He stated the Council has a contractual obligation <br />with the two Chambers and to solve unresolved issues, and if they do not <br />get resolved, then it is up to the Council to decrease the funding. He <br />also stated if Council feels they are managing their funds correctly, then <br />it is also up to the Council to approve additional funds. Mayor Narvaiz <br />stated Council has struggled with performance factors regarding contracts. <br />She stated she feels the Council needs performance guidelines. Mr. Taylor <br />stated he realizes it is difficult to keep administrative costs down, but <br />Council wants to maximize funds the City provides. <br /> <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Mark Hodges stated <br />he feels there should be a trash container near the river below Joe's Crab <br />Shack. He stated with the proposed Hotel/Convention Center, he feels the <br />Council will need to change the drinking hours for the tourists who will <br />stay in San Marcos. <br /> <br />Mayor Narvaiz introduced the Staff Report. Mr. O'Leary stated the firemen <br />held there annual "Fill the Boot Campaign". He stated they raised over <br />$10,200.00 for Muscular Dystrophy. <br /> <br />Mayor Narvaiz introduced for consideration approval of three appointments <br />to the Economic Development Council. Mr. Mihalkanin moved to reappoint <br />Camille Phillips as the Neighborhood representative and reappoint Dan Roy <br />as the citizen representative, Mr. Diaz moved to appoint Pam Couch as the <br />citizen representative, Mayor Narvaiz moved to appoint Marsha Thomason as <br />the San Marcos Board of Realtors representative and appoint Gerald Hill as <br />the San Marcos Industrial Foundation representative, which passed <br />unanimously. <br /> <br />Mayor Narvaiz introduced for consideration approval of three appointments <br />to the Housing Authority Board. Mr. Diaz moved to appoint Josie Mack, Mr. <br />Mihalkanin moved to reappoint Carlos Tijerina and Mr. Thomaides moved to <br />appoint Earl Moseley, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration approval of one appointment to <br />the Blue Ribbon Bond Committee (Temporary Committee). Mr. Taylor moved to <br />appoint William A. Taylor, which passed unanimously. <br />Mayor Narvaiz introduced for consideration a public hearing and approval <br />of an Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ADOPTING A REVISED SECTOR ONE PLAN¡ INCLUDING PROCEDURAL PROVISIONS¡ <br />AND PROVIDING FOR PENALTIES. <br />
