<br />Regular Meeting <br /> <br />August 9, 2004 <br /> <br />140. <br />Page 9 <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. 1) Jacque Albright stated she is the President of the Heritage <br />Neighborhood Association. She stated the Neighborhood Association met <br />with the property owner of the tract on Wonder World Drive to try to reach <br />a compromise, which was unsuccessful. She stated everyone agreed on the <br />impact on the neighborhoods. 2) Sue Cohen stated she is the Secretary of <br />the Heritage Neighborhood Association. She stated Wonder World Drive is <br />such a huge entry corridor in Sector One. She encouraged the Council to <br />approve Option Two. 3) Sharon Welkey stated she is concerned with the <br />character of the Historic Neighborhood. 4) George VonderLippe provided <br />the history of the Carson tract. He encouraged the Council to develop an <br />attractive entrance way. 5) Chuck Blue, Sr. encouraged the Council to <br />approve the following Heritage Neighborhood Association recommendation as <br />part of Sector One a) widening of Hopkins from Wonder World Drive to <br />Bishop should be no more than three lanes with improved shoulders, b) <br />designate the Carson Tract as a mixed use development and c) existing <br />neighborhoods in the area should be limited to low density residential. <br />6) Gwen Smith stated in 1982 San Antonio Street from Blanco to Endicott <br />became an Historic District. She stated nine homes in this area total <br />nine hundred years of history. She encouraged the Council to preserve the <br />history. 7) Karyn Khoussinov encouraged the Council to redevelop a low- <br />density single-family residential neighborhood. She encouraged the <br />Council to adopt stricter guidelines to preserve single-family residential <br />neighborhoods. 8) Don Gaye stated he opposes the current proposal due to <br />increased traffic concerns. 9) Steve Klein stated Hopkins is a scary <br />street. He stated he opposed the proposed Sector One plan because it will <br />funnel additional traffic down Hopkins. 10) Cecil Pounds stated he <br />appreciates the improvements to this area, but opposes the high-density <br />for this area. Mayor Narvaiz asked if anyone else wished to speak. No <br />one did, so Mayor Narvaiz closed the public hearing. Mr. Thomaides moved <br />for approval of the Ordinance on first reading, and Mr. Diaz seconded the <br />motion. Mr. Thomaides stated several meetings were held on this item. He <br />stated in 2000 Council denied the Carson tract zoning and in 2003, the <br />Planning and Zoning Commission approved a mixed use zoning. He stated he <br />supports the mixed use neighborhood zoning. Mr. Mihalkanin and Mr. <br />Guerrero stated they agree with Mr. Thomaides. Mr. Taylor inquired what <br />Staff recommends. Jon James, Planner with the Planning Development <br />Department, stated Staff does not have a recommendation. He stated he <br />presented this as a policy issue. Mr. Taylor inquired as to the PDD <br />zoning. Mr. James stated if the Council zoned this large tract as PDD, <br />then the owner would not be able to sell. Mr. Bose stated he supports the <br />mixed use zoning. The Council agreed by consensus to Option 2 for <br />traditional mixed use development for the Carson tract. Mr. Mark Taylor <br />stated he would provide the revised text and maps by the second reading. <br />Mr. Mihalkanin stated he supports Option 1 for housing in existing <br />neighborhoods. Council agreed by consensus for Option 1 for housing in <br />existing neighborhoods. Carol Barrett stated regarding the neighborhood <br />Commercial zoning would be for small shopping in neighborhoods, like <br />
