<br />182. <br /> <br />Regular Meeting <br /> <br />August 23, 2004 <br /> <br />Page 13 <br /> <br />THE COST OF FIRE AND POLICE SERVICES; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />URGING THE TEXAS MUNICIPAL LEAGUE TO SUPPORT LEGISLATION RELATED TO <br />THE COST OF CITY INFRASTRUCTURE; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Narvaiz introduced for consideration Item 21, removed from the <br />consent agenda, approval of an Ordinance on second reading, the caption <br />which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTIONS 2.041 AND 2.042 OF THE CITY CODE TO CHANGE THE DAY <br />AND TIME AND THE ORDER OF BUSINESS FOR REGULAR CITY COUNCIL MEETINGS; <br />AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Mr. Mihalkanin moved for approval of the Ordinance on second reading, and <br />Mr. Guerrero seconded the motion. Mr. Thomaides stated he feels the <br />Council Report should be held earlier in the meetings. Mr. Mark Taylor <br />stated the Council Report can be moved to earlier in the meeting. He <br />stated if Agenda items are listed too vague they can cause the Council <br />problems. Mr. Thomaides moved to delete Uon Boards and Commission <br />Activity" on Item 8 and insert uCouncil Report", and Mr. Mihalkanin <br />seconded the motion, which passed unanimously. Mr. Thomaides stated he <br />feels there should not be a break between 7:00 p.m. and 7:30 p.m., and he <br />also feels the Proclamations should be read before the meeting. Mr. <br />Guerrero moved to amend the Ordinance to add UPledge of Allegiance" after <br />Roll Call, and Mr. Thomaides seconded the motion, which passed <br />unanimously. Mr. Thomaides moved to delete U(5) Break (from 7:00 p.m. <br />until 7:30 p.m.)", and Mr. Mihalkanin seconded the motion, which passed <br />unanimously. The Council then voted unanimously for approval of the <br />Ordinance on seconded reading. <br /> <br />Mayor Narvaiz introduced for consideration Item 29, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AGREEMENT BETWEEN THE CITY AND UTILITY SUPPORT SYSTEMS, <br />INC., FOR THE PROVISION OF A UTILITY POLE ATTACHMENT SURVEY FOR THE <br />SAN MARCOS ELECTRIC UTILITY DEPARTMENT; AUTHORIZING THE CITY MANAGER <br />TO EXECUTE THIS AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Mihalkanin moved for adoption of the Resolution, and Mr. Guerrero <br />seconded the motion. Mr. Mark Taylor stated this Resolution is a <br />Professional Services Agreement to count all the attachments on the City's <br />electric utility poles. He stated the City does not have a current count <br />of all the attachments. He also stated there are current agreements for <br />
