He <br />also stated this is part of Texas Public Power Association's process for <br />rewriting pole attachment agreements. He stated the Electric Utility is <br />also interested in the cost of operating and maintaining the electric <br />utility poles in the City. He stated with Grande's new agreements <br />beginning January 1, 2005, they will increase from $4.00 to $6.00 per <br />attachment per year. Mayor Narvaiz inquired as to the process after the <br />attachments are counted. Mr. Mark Taylor stated he feels after all the <br />attachments are counted, the City will have a good map to show where all <br />the attachments are located. He stated after all the attachments are <br />counted, then paperwork would need to be submitted to take off an <br />attachment or to add an additional attachment. He stated he feels the <br />Pole Attachment Survey will result in a higher attachment count than the <br />City currently has record of. He stated there is one attachment for the <br />wire, another attachment for the guide and a third for the transformer. <br />Mr. Mihalkanin inquired whether Staff has estimated the increases to the <br />companies and whether these increases would cover the current expenses. <br />Milton Culley, Senior Electrical Engineer, stated Time Warner would go <br />from $24,572 per year to $36,858.00 whebn the charge goes from $4.00 to <br />$6.00. He stated Grande would be going from $23,824.aO to $35,736.00. He <br />stated cable companies do over-lashing attachment, which increases their <br />capacity. Mr. Thomaides inquired as to whether the estimated increase of <br />attachments would be at a thousand or more. Mr. Culley stated the cable <br />companies' do house drops away from the pole, so they are not attached to <br />the pole any more. He stated every time a hole is drilled into the pole <br />the pole weakens and eventually needs to be replaced. Mr. Bose inquired <br />what amount the City is paying Utility Support Systems, Inc. Mr. Culley <br />stated the agreement is for $7.15 a pole. Mr. O'Leary stated once Staff <br />receives a count the Council can renegotiate the current contracts. The <br />Council then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced the City Council's Report. 1) Mr. Thomaides <br />stated at the last Regular Meeting a citizen spoke about no trash cans <br />along the San Marcos River by Joe's Crab Shack. He stated he contacted <br />Texas State University, and they stated they would supply trash cans for <br />that location. 2) Mayor Narvaiz thanked everyone who helped make the <br />Monclova visit a success. 3) Mayor Narvaiz thanked the City Clerk's <br />Officefor all the detail planning and hard work with the Monclova visit. <br />4) Mr. Thomaides thanked everyone who helped make the Eddie Durham-Jazz <br />Festival a success. 4) Mayor Narvaiz stated she took City caps and pins to <br />soldiers from the San Marcos area, who had been deployed to Iraq. She <br />stated everyone was appreciative. <br /> <br />Mayor Narvaiz introduced a discussion regarding setting a Joint Workshop <br />Meeting with other Local Governing Entities and direction to Staff. Mayor <br />Narvaiz stated she feels the Council should hold a joint Workshop with the <br />other Local Governing Entities to ensure communication. Mr. Bose stated <br />he supports teamwork. Mr. Mihalkanin stated the Workshop should be <br />
