Mayor Narvaiz introduced a discussion regarding a possible Workshop Meeting date for the Texas State University Master Plan and direction to Staff. Mr. Mihalkanin inquired whether he can participate in this Workshop. Mr. Mark Taylor advised him to abstain from this Workshop. Ms. Barrett stated the consultant team will be in town on October 13, 2004. The Council agreed by consensus to hold the Workshop on Wednesday, October 13, 2004. Mayor Narvaiz introduced an Executive Session pursuant to the Government Code, Section 551.074, to discuss the appointment of public officers (Planning and Zoning Commission members); and Section 551.087, to discuss commercial or financial information the City has received from a business prospect that the City seeks to have locate, stay or expand in or near the City and with which the City is conducting economic development negotiations, or to deliberate the offer of a financial or other incentive to such a business prospect (proposed Hotel and Conference Center) . Mr. Mihalkanin moved the Council adjourn into Executive Session at 11:00 p.m. and Mr. Guerrero seconded the motion, which passed unanimously. Mr. Mihalkanin moved the Council reconvene at 12:00 a.m. and Mr. Guerrero seconded the motion, which passed unanimously. Mayor Narvaiz introduced for consideration action or direction to Staff on matters discussed in Executive Session. Mr. O'Leary stated the Council discussed the process of negotiations with Mr. Hammons. He stated the Council also discussed the options of financing the Hotel Conference Center.
