Mr. Mihalkanin stated he feels the light at Hopkins <br />and Bishop intersection lS too short and the timing should be changed. He <br />inquired whether the l~ght sequencing should be changed to avoid the <br />congestion of the traffic. Ms. Anderson stated currently there are signs <br />indicating a left turn on green, but an individual can also go straight. <br />Mr. Mihalkanin stated citizens do not realize this light is not a <br />protected left turn. He stated he supports a left turn lane and a <br />protected green light. He stated he also feels the current signage lS <br />confusing. Mr. Thomaides thanked the Transportation Advisory Board for <br />their hard work. He stated he would like to see a diagram showing the <br />three lanes on Bishop Street. Mayor Narvaiz stated she feels the decision <br />the Council makes on the Transportation Master Plan will impact Sector <br />One. Ms. Anderson stated the Transportation Advisory Board was unable to <br />provide a written memo regarding their recommendation for more right-of- <br />way. She stated the Transportation Advisory Board will provide a memo <br />regarding a recommendation for right-of-way at the next Regular Meeting <br />scheduled for September 13, 2004. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and approval <br />of an Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />INCREASING WATER AND WASTEWATER RATES ESTABLISHED UNDER SECTIONS <br />86.231 AND 86.262 OF THE SAN MARCOS CITY CODE; INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. Diaz <br />moved for approval of the Ordinance on first reading, and Mr. Guerrero <br />seconded the motion. Mr. O'Leary stated a ten-year financial planning <br />model for the Water and Wastewater Utility Fund was completed in 2003. He <br />stated the model revealed San Marcos is facing a $146 million capital <br />infrastructure program over the next ten years.
