<br />98. <br /> <br />RESOLUTION NO. 2004-125 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS EXPRESSING <br />SUPPORT FOR A PROPOSED HOTEL AND <br />CONFERENCE CENTER DEVELOPMENT; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />RECITALS: <br /> <br />1. WHEREAS, Mr. John Q. Hammons has proposed a public-private partnership with the <br />City of San Marcos for the development of a hotel and conference center in San Marcos; and <br /> <br />2. WHEREAS, the City Council and City staff are negotiating the terms under which the <br />hotel and conference center would be constructed, maintained, and operated; and <br /> <br />3. WHEREAS, the hotel and conference center would directly benefit the San Marcos <br />community by increasing tourism, offering employment opportunities, providing sales tax and other <br />tax revenues from the hotel and conference center, and expanding the property tax base; and <br /> <br />4. WHEREAS, the hotel and conference .center would also indirectly benefit the San Marcos <br />community by promoting San Marcos as a tourism and conference destination, increasing sales tax <br />and other tax revenues and providing employment opportunities from increased business activity in <br />other areas of the City, and increasing the exposure of tourists and conference attendees to unique <br />aspects of San Marcos, including the historic downtown area and the San Marcos Springs, Spring <br />Lake, and the San Marcos River; and <br /> <br />5. WHEREAS, the City Council recognizes the significant ecological value of the San <br />Marcos Springs, Spring Lake, and the San Marcos River, and the stewardship role regarding these <br />resources that the City has historically assumed; and <br /> <br />6. WHEREAS, the City Council recognizes that the proposed location of the hotel and <br />conference center and other related development, including a possible golf course, above Spring <br />Lake is an environmentally sensitive setting, and requires the hotel and conference center and the <br />related development to be planned, designed, constructed, operated and maintained in a manner that <br />protects the San Marcos Springs, Spring Lake, and the San Marcos River; and <br /> <br />7. WHEREAS, the City Council believes that the City's involvement in a public-private <br />partnership in the development and operation of the hotel and conference center provides a unique <br />opportunity for the City to participate in an environmentally sound development in character with the <br />City's stewardship role; and <br /> <br />8. WHEREAS, the City Council wishes to express support for the hotel and conference <br />center, to be developed in an environmentally sound manner; now, therefore <br />
