commissioners has occurred. This is not leadership. Those who make the revenue of the airport
should be the body that makes the decisions for the airport. She reiterated that Texas Aviation •
Partners had no trouble getting their proposal through, and it appears that someone in the
background was pulling strings.
Shaun Maycock, 1900 Aquarena Springs, #6102, reported on airport merchant concerns. They
don't have general aviation background, which is a completely different beast. Different
regulations apply to running an airline and running an airport. He also had an Issue with how the
RFP was sent out. He didn't know about it until it was sent out. One of the leading airport
organizations did not receive the proposal, and it was posted less than 30 days. He expressed
concern with how few people were interviewed for the manager position. He thinks there should
have been a quorum of the commission and not just one member conducting the interview.
Some of the merchants' concerns include landing fees, tie down fees, signage fees, etc.
However, he is not against this concept.
Charles Soechting, 400 W. Hopkins, referenced the charges from the Maycocks regarding
backroom deals, and said it is time to call for a vote to refer their complaints to the ethics review
commission. If the allegations are false, then they should be dealt with in whatever context. In
response to the remark about Texas Aviation Partners being placed on the fast track, he stated it
was a case of someone doing their paperwork. He doesn't like privatization generally, but he
feels we have nothing to lose. He knows the Maycocks don't like this idea, but he would like to
hear from the other merchants and users.
Ted Dake, 220 N. Johnson, assured the Council there have been no backroom deals. He stated is
that the airport has good leadership, and Chuck Nash has done a good job. When it was voted to
go forward with the Texas Aviation deal, he was really surprised by Mr. Maycock's attitude at
that time.
Mike Van Sicklor, a merchant at the airport, stated the San Marcos airport is a good one. It is
under utilized and has more growth potential. A private company can do so much better than
having the City do it. There is a difference between entrepreneurship and bureaucracy. His faith
and respect for Mr. Nash and Mr. Soechting caused him to consider this favorably.
John Cyrier, Caldwell County Commissioner, stated the airport means a lot to him. He sees the
parts of what a good quality airport means to the community and surrounding areas. He
reminded them that IH -30 is coming through. The airport is a big part of that development, and
this is a fantastic opportunity to bring in a group like Texas Aviation, helping the airport go to
the next step. He offered to provide a resolution of support from the county.
The City Council provided direction to the following policy questions:
1) Would you like to see a turn-key operation of the airport? Council consensus is yes.
2) Should `terminate without cause" be included in contract? Council consensus is yes.
•
SM071910 Minutes Page 2
