The Executive Session adjourned at 9:47 p.m. on Tuesday, October 6, 2008. • <br />4. Reconvene and Consider Action on Item Discussed Durin Executive Session <br />The San Marcos City Council reconvened into regular session at 9:52 p.m. on Tuesday, October <br />6, 2008. The following direction to staff was required from Executive Session: <br />Council provided direction to staff on how to proceed regarding personnel. <br />5. Invocation <br />Pastor Santiago Heredia, with the El Buen Pastor United Methodist Church, provided the <br />invocation. <br />6. Pledge of Allegiance <br />The assembly recited the Pledge of Allegiance. <br />7. Citizen Comments <br />Steve Harvey, 228 Camaro Way, thanked the Council for their commitment to improve and <br />expand recycling in San Marcos. He reported on his dialog with James Ballowe, Assistant Public <br />Works Director with the City of New Braunfels. New Braunfels services approximately 17,500 <br />residential units and charge their citizens $5.25 per month for recycling services. San Marcos <br />residents will pay a combined total of $3.92 for total recycling services ($1.77 for single stream <br />and $1.56 and $.59 recycling charges). He stated that this compares very favorably with New <br />Braunfels, especially considering it is city employees operating city equipment in New <br />Braunfels. This is an additional, but indirect, expense to their citizens. He also pointed out that <br />New Braunfels residents are provided an 18-gallon recycling bin; however, they have begun an <br />automated pilot program utilizing one 96-gallon recycling container (on wheels) services once a <br />week. The city will study this program for three to four months and then present its findings <br />during a city council meeting. He emphasized that the $5.25 monthly charge is in addition to the <br />money the city receives for the recycled materials collected. He stated that single stream <br />recycling will dramatically increase our community participation in recycling and urged Council <br />to bring single stream to San Marcos as soon as possible. <br />Wayne Becak, 1009 Stagecoach Trail, stated that he supports single stream recycling. It will <br />cause people to recycle more, and the containers will protect paper products from the rain. <br />James Jackson, 100 Yaupon Court, reported that his residence backs up to the Sagewood <br />Subdivision, and he came before the Council a year ago to complain about the problems there. <br />He has come before the Council tonight to say that the Police Department and Code Enforcement <br />have done a wonderful job. He does not hear the noise he used to. He also purchased a sound <br />machine that produces white noise to help.
