• 8. Staff Reports <br />City Manager Rick Menchaca reminded Council to be at the Police Department at 5:15 p.m. <br />tomorrow if they wanted to go to any of the neighborhood events scheduled for Texas Night Out. <br />Related to that, he provided a brief update on ACT and stated it is a bigger issue than just the <br />land development code. <br />Police Chief Howard Williams reported that the ordinance revisions are still underway, and the <br />ACT program itself has been a remarkable success. They have initiated monthly meetings with <br />Student Affairs, Community Relations and the ASG President to discuss specific issues. <br />Additional the vice president for Student Affairs will put out a letter at the beginning of the <br />scholastic year reminding students of their responsibilities to the community. She has also begun <br />writing letter to any student with a violation for first offense. A student with a second offense <br />will be summoned to her office. <br />9. City Council Reports <br />Councilmember Pam Couch encouraged women to get their mammograms. Early detection is <br />the key. <br />Councilmember Gaylord Bose reported that he had been on vacation and it does rain in other <br />states. It rained every three to four days. The grass was green, and the dirt was wet. <br />• Councilmember Chris Jones noted that the Vice President did send out that email to students that <br />live off-campus. He also commended Lisa Dvorak for the work she has done to build that <br />relationship. He attended an Energy Development Resource Committee meeting, and it was a <br />successful meeting. He is also working toward bringing art to the youth in San Marcos. He will <br />be forwarding a letter from Debbie Englesby regarding the Cross Road Project. <br />Councilmember John Thomaides praised the success of the University when they rebuilt the <br />upper falls by the Salt Grass, making that swimming area more accessible. Everyone is thrilled <br />how that came out. He also noted the number of sidewalks the University has rebuilt along the <br />University Drive area. That is a great help for the entire community. There is dual use of <br />walking and biking. He reported he has received a number of comments regarding the <br />intersection of University Drive and Sessoms and has communicated those concerns to city staff. <br />Mayor Susan Narvaiz reported on the new $29 million Armed Service Center and said that as we <br />get more information we will pass it along. They are still in the process of narrowing down the <br />location; however, they did choose San Marcos for a 600 man Combined Armed Services <br />Center. She reported that she was asked to speak at the Texas Economic Development Summit, <br />furthering the relocation of rail. She also attended the first CAMPO meeting and attended the <br />swearing-in of the new Secretary of State, Hope Andrade. She congratulated the school district <br />for the many programs making our district phenomenal. One of those programs is the <br />Gentleman's Club where they are taught etiquette and manners. Another good program is the <br />Rotary's First Knight. This is what changes people's perspectives of San Marcos.
