P. Hopkins First Addition, <br />City of San Marcos, Texas <br />Approved under City of San Marcos City Code Section 94.232 <br />September 13, 2004 <br /> <br />Part 1. General Information <br /> <br />1.01. Project Description. The proposed development of approximately 3.67 acres known as <br />Lot I-A (3.03 acres) and Lot 13-A (.64 acres), Block 4, D. P. Hopkins First Addition, a <br />resubdivision plat in the City of San Marcos, recorded in Volume 9, Page 276, Hays County Real <br />Property Records (the "Project Site") can be described generally as the redevelopment of the <br />First Baptist Church into an urban residential community (the "Project"). <br /> <br />1.02. Project Location. The Project Site is located at 330 West Hutchison Street and 400 North <br />Street, generally described as the northeast corner of Hutchison and North Streets. <br /> <br />1.03. Phasing. The Project is expected to be constructed in a single phase. <br /> <br />1.04. Reasons for use of PDD. The Property Owner recognizes that the uses proposed for the <br />Project Site require rezoning of the Project Site ftom "P" Public and "MF-4" Multi-family to <br />"LB" Limited Business zoning district. The Property Owner understands that the Planning and <br />Zoning Commission and/or City Council of the City of San Marcos may have significant <br />concerns about allowing all of the uses listed as pennitted uses in a "LB" Limited Business <br />zoning district at the location of the Project Site, because of the need for compatibility between <br />uses of the Project Site and sUlTounding areas. However, the Project is specifically designed for <br />tlús location and to serve the cOlmnunity in the following manner: <br /> <br />The Property Owner intends to develop the Project as an urban village fitting with. the <br />urban Texas State University campus and the City of San Marcos downtown urban core. <br />By providing urban residential units in this area, the residents will have the opportunity to <br />access numerous work, school and service locations by either walking or bicycling. <br />These include: <br /> <br />I) Texas State University classrooms within several blocks; <br />I) Grocery store 'h block away; <br />II Numerous restaurants within one to three blocks; <br />II Downtown District within 3 Y2 blocks; <br />II Student organizations (e.g., Sorority houses) within one to several blocks; <br />I) Several worship facilities within walking distance; and <br />IJ Student Rec.
