Section 1.5 Education Program <br />1.5.1 The Contractor will be an integral part of a continuing City service to which the residents are <br />accustomed, and will provide a high level of cooperation with the City and its citizens in carrying out the <br />services specified in this Contract. <br />1.5.2 The Contractor will develop and implement the Public Outreach/Education Program related to its <br />solid waste collection and disposal activities. A schedule detailing all activities of this program for the <br />following year will be submitted to the Director for review and approval at least 15 days prior to <br />beginning work, and annually thereafter. The Contractor will continue program development and <br />implementation throughout the term of the Contract. The Contractor will schedule quarterly meetings <br />with the City staff to review and evaluate the program's effectiveness. Components of the program will <br />consist of: <br />A. TDS facility tours for 6th grade students from the San Marcos contract area. <br />B. Arrange visits to one grade level in each elementary and middle school in the San Marcos <br />service area to present educational programs and information yearly. <br />1.5.3 The Contractor will pay all costs of the public information program. <br />1.5.4 The Contractor will make every reasonable effort to serve the customers regardless of errors in <br />customer materials preparation or placement. The Contractor will notify the City of repeated or gross <br />mistakes on the part of the customers. The City will take such actions or implement such procedures as <br />are reasonably necessary to ensure compliance by its residents with the provisions of this Contract. <br />1.5.5 The Contractor will develop and distribute literature to inform affected customers on all aspects of <br />the collection services, which will include but not be limited to, days of service, materials to be recycled, <br />method of preparation required, and placement of containers for collection. The Contractor will submit <br />all educational literature to the City for its approval prior to distributing it to customers. <br />1.5.6 The Contractor will provide a written report to the City on a quarterly basis on the nature and <br />extent of the public information program. <br />1.5.7 The Contractor will make available to public schools educational materials regarding the <br />Contractor's residential recycling program. <br />1.5.8 The Contractor will assist the City with educational and public outreach materials and <br />representation at public events such as National Recycling Week, and Earth Day. <br />1.5.9 The Contractor will place a label on each cart provided to residential units identifying the <br />Contractor as the owner of the cart. <br />1.5.10 Contractor agrees to provide the following additional educational services, at no additional cost, <br />in order to effectively implement and conduct the single stream recycling program: <br />A. Press releases, newsletter articles and bill inserts; <br />B. A link on Contractor's website that provides specific details regarding single stream recycling; <br />C. Providing company representatives to participate with City's representatives at public events <br />such as Business Expo, Earth Day, Public Works Week, and National Recycling Week; , <br />D. Furnish a tri-fold informational pamphlet for distribution to each residential unit prior to <br />commencement of single-stream recycling, to each new residential solid waste customer; and to <br />14
