schools on an as-needed basis; E. Furnish a short video to explain single-stream recycling suitable for use in schools or on a local educational or governmental television channel; F. Develop educational materials suitable for distribution by City's representatives to students in grades K - 12 on the benefits of single stream recycling and proper recycling practices; G. Contractor shall place magnetic signs on trucks used for recycling to distinguish them from trucks used for solid waste collection. H. TDS will develop a program to roll out single stream recycling at schools within the contract area in cooperation with community partners. ARTICLE 2 THE CITY'S RESPONSIBILITIES Section 2.1 The City will designate the Director to act as the City's authorized representative with respect to this Contract. Section 2.2 The City will assist the Contractor in encouraging customers to comply with the City's solid waste regulations by providing instruction, public service contact, and informational materials. The City will contact customers who violate the regulations as the need arises. Section 2.3 The City will bear all costs incident to this Article. Section 2.4 The City will submit statements to and collect from all residential units for residential solid waste services provided by the Contractor under this Contract, including those accounts that are delinquent. Section 2.5 The City will serve as the customer contact for initiation of residential unit service, and will relay service initiation requests to the Contractor. ARTICLE 3 PAYMENTS Section 3.1 Rates and Billing 3.1.1 The Contractor will bill the City for service rendered to residential units during a month within ten calendar days following the end of the month, and the City will pay the Contractor on or before the 30th day following the date of each bill. Payments after the 30`h day will accrue interest at 1.5% per month, or the maximum interest rate allowed by law, whichever is less. Such billing and payment will be based on the price rates and schedules set forth in subsection 3.1.2 of this Contract. 15
