City Council Approval: March 20, 2007 <br />Zoning ordinance no. 2007-18 <br />Administrative Amendment Approval- July 17, <br />City Council Amendment Approval: • <br />Zoning ordinance no. <br />10.1 Impervious cover will be calculated across the entire site and will not exceed <br />75%. The impervious coverage will be based on the assumptions in the <br />Qualified Watershed Protection Plans, Phases I and It. Impervious cover <br />calculations will be kept on a project-wide basis at the responsibility of the <br />Developer and/or Owner and will be included in the site development permit <br />plans. <br />11.0 PHASING. <br />11.1 A project phasing plan will be submitted for approval prior to any final platting <br />or site preparation permit to allow for both flexibility in conVletion and <br />compliance with all aspects of this PDD and applicable provisions of the Code. <br />The project phasing plan will include public utilities, permanent drainage and <br />water quality facilities and adequate access to public streets for fire and <br />customer services necessary to service the Property. The project phasing plan <br />shall take into account oft-site improvements that may be necessary for <br />development of the Property. Additionally, the project phasing plan shall assign <br />responsibility for construction of any specific features that may be shared <br />between lots. The project phasing plan will be subject to the approval of the <br />City which approval shall not be unreasonably withheld, delayed or conditioned • <br />so long as such project phasing plan is consistent with this PDD and the <br />applicable provisions of the Code. If the City has objections to the project <br />phasing plan the City will provide written notice of its objections with <br />reasonable specificity within thirty (30) days following its receipt of the project <br />phasing plan. The phasing plan may be updated and amended administratively <br />upon proof that equal or superior performance of the above objectives is met. <br />111 The first phase of project development will, at a minimum, include the <br />construction of all major infrastructure, i.e. the Barnes Drive extension, the <br />public road south of the channel, public utilities south of the channel and other <br />improvements to provide adequate fire flow, drainage channel and water quality <br />pond.4. <br />11.3 Subsequent phases of development shall address each component of the City's <br />site preparation permit in accordance with the phasing plan requirements in 1 l <br />above. <br />12.0 PLATTING. <br />12.1 Three-to-one lot ratio regulations will not apply to lots west of Barnes Drive_ <br />
