<br />the tower construction. To be fully <br />funded, the airport needs to meet the <br />benefit/cost ratio specified by the FAA <br />(1.0). Any ratio lower than 1.0 could be <br />funded as a percentage thereof For <br />example, a ratio of 0.60 could attract 60 <br />percent funding assistance from the <br />FAA. <br /> <br />The final projects to be completed in the <br />short term is the addition of an Airport <br />Rescue Firefighting Facility (ARFF) <br />including the acquisition of an ARFF <br />vehicle and perimeter fencing. These <br />facilities are also requirements for Part <br />139 certification. <br /> <br />Short term projects graphically <br />depicted on Exhibit 6B have been <br />estimated at $7.3 million total cost. <br />Of that total, approximately <br />$650,000 will be required to be <br />provided by the City. <br /> <br />INTERMEDIATE TERM <br />IMPROVEMENTS <br /> <br />Intermediate term improvements <br />consider meeting a higher threshold of <br />aviation activity demand. <br /> <br />In this time frame development will <br />begin in the northwestern portion ofthe <br />airport property between the ends of <br />Runway 12-30 and 8-26. It is <br />envisioned that maintenance costs of <br />Runway 4-22 and additional hangar <br />space requirements will drive the need <br />to close the runway. After Runway 4-22 <br />is closed an improved portion will be <br />used as a taxiway providing access to <br />this new area of general aviation <br />development. As planned, this area <br /> <br />would include three FBO/Specialty <br />shops, eighty T-Hangars, and 48 <br />executive hangars. It is planned that <br />the city will lease the unimproved lots <br />to private developers. This would <br />significantly lower the cost to the City <br />while still providing substantial annual <br />Income. <br /> <br />In addition, several areas have been <br />identified in the existing terminal area <br />on the southeast side of the airport for <br />additional executive and conventional <br />hangar development. As planned, there' <br />would be a total of four conventional <br />hangars and sixteen executive hangars <br />in this area. Once again, it is planned <br />that private developers would be <br />responsible for the construction of the <br />hangars. <br /> <br />In order to protect safe approaches in <br />the future, property acquisition of areas <br />in the Runway 12 and future Runway <br />35 RPZs has been planned. The area off <br />the end of Runway 12 on the north side <br />of the airport, encompassing <br />approximately 270 acres. The full 270 <br />acres is not required for the RPZ, <br />however, this tract ofland would ensure <br />safe and efficient flight to the airport's <br />only instrument landing system (ILS) <br />approach. The second area planned for <br />acquisition is on the south side of the <br />airport, south of Runway 35. This <br />parcel ofland is approximately 75 acres. <br />Acquiring this property would allow for <br />the ultimate plans of extending and <br />making Runway 17-35 the primary <br />runway. <br /> <br />Finally, a new airport entrance road <br />will be constructed during this planning <br />horizon. <br /> <br />6-4 <br />
