Neverthe- <br />less, these estimates are considered <br />sufficiently accurate for performing the <br />feasibility analyses in this chapter. <br />Cost estimates for each of the <br />development projects listed in the <br />capital improvement plan are listed in <br />current (2001) dollars. Exhibit 6A <br />presents the proposed capital program <br />for San Marcos. <br /> <br />SHORT TERM IMPROVEMENTS <br /> <br />The Texas Department of Transport- <br />ation's (TxDOT) Aviation Division is th~ <br />source for federal and state grant <br />funding for the City of San Marcos. <br />Due to the large number of requests <br />from airports across the state and <br />limited funding available, TxDOT's <br />grant process will generally only <br />provide an airport with intermittent <br />funding assistance. This is to say that <br />TxDOT may provide funding for a <br />project the current fiscal year, but may <br />not provide additional assistance for <br />several years thereafter. For this <br />reason, development projects for the <br />short term have been planned according <br />to priority needs. These projects have <br />been assigned specific years, however, <br />as funding for these projects is <br />requested, there is potential for many of <br />these projects to be funded in a single <br />year's grant. <br /> <br />The short term planning horizon capital <br />improvement program centers around <br />the real immediate needs ofthe airport. <br /> <br />Projects in the short term include the <br />preparation of an Airport Certification <br />Manual (ACM) and airport signage as a <br />prerequisite for F.A.R. Part 139 <br /> <br />certification. The plan also includes the <br />complete rehabilitation or replacement <br />of approximately 20 acres of airport <br />concrete ramp pavement at the east end <br />of the ramp. <br /> <br />Another project identified in the short <br />term is lengthening primary runway <br />12-30 to 6,400 feet to better serve <br />corporate aircraft. This project would <br />also include the construction of access <br />taxiways and repairs or reconstruction <br />to the existing runway. Extension of <br />the runway will require specific <br />justification by TxDOT. <br /> <br />The planned extension would shift the <br />runway protection zone (RPZ) <br />southeast, beyond existing airport <br />bounds. The shifted RPZ would <br />ultimately overlay a residential area to <br />the southeast. Although it is <br />recommended that property in a RPZ be <br />acquired fee simple, the plan will <br />consider acquiring avigation easements <br />only. Avigation easements are rights to <br />the airspace above the property which <br />restrict the land owner from erecting <br />any structure which is taller than the <br />agreed height. The area recommended <br />for easement acquisition is approxi- <br />mately 13 acres. <br /> <br />The construction of an airport traffic <br />control tower (ATCT) has been <br />identified for the short term to enhance <br />operational safety and efficiency at the <br />airport. It is anticipated that funding <br />for the tower construction will come <br />from TxDOT and for staffing and <br />operations from the FAA. ATCT <br />operational costs could either be <br />partially or fully funded by the FAA, <br />depending upon review of specific <br />operations at the airport at the time of <br /> <br />6-3 <br />
